The Role: Advocacy & Policy Manager

Save the Children's advocacy agenda is to promote evidence-based actions in programmes to facilitate change in practices and policies. Our work aims to educate and influence national policy and decision makers in government, donors and other key institutions to ensure that children in Sierra Leone survive, learn, are protected and are able to participate. As an organisation we play key roles in advocacy coalitions and alliances with specific focus on fulfilling the rights of children; particularly the most vulnerable.

The Advocacy and Policy Manager will lead on the implementation of impactful advocacy activities which lead to positive changes for deprived and marginalised children in Sierra Leone responsible for:

  • Driving the country programme advocacy strategy
  • Ensuring programmes use evidence to facilitate engagements with policy makers and influencers
  • Guide SCI contribution to government policy development and review for advocacy
  • Keep SCI informed on policies, strategies and actions pertaining to children for timely advocacy interventions

This role requires a dynamic individual with strong analytical skills for policy analysis. They will be expected to guide the country office on child-focused policy; how Save the Children can use advocacy to engage policy makers and influencers to facilitate change in health, education and protection for children.

This role is for a period of twelve (12) months with a possibility of extension.



  • Masters/Degree/ in Public policy, Social work, or other related fields.
  • A minimum five years' experience in the creation and implementation of advocacy and policy initiatives for children or young people
  • Experience of developing advocacy plans, with the knowledge and understanding of a range of advocacy tactics, and a track record of implementing successful advocacy activities.

  • Excellent understanding of the advocacy environment in Sierra Leone
  • Understanding of how to connect children's issues with public opinion and actions
  • Demonstrable understanding of public participation in advocacy and of public activism tactics and motivations
  • Experience in leading the creation and implementation of a strategy, demonstrating the ability to identify the necessary steps towards an ambitious goal.
  • Demonstrable creative ability in accessing new opportunities, expertise and ideas
  • Experience in working with networks and cultivating partnerships
  • Experience of building networks and engaging with coalitions
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
  • Good project management skills, with the ability to plan work and meet deadlines

  • Highly developed interpersonal and communication skills including influencing and negotiation
  • Highly developed analytical writing skills and ability to analyse complex data and to summarise and communicate them in ways that are accessible to a range of audiences
  • Excellence in written and spoken English
