CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

We reached approximately two million populations and invests over 40 million US dollars annually to reach more children than ever before, through programs in Health, Nutrition, Education, Protection and Child Rights and Governance, Livelihood, HIV and AIDS, and Humanitarian crises.

The Global Fund Program Chief of Party (COP) is responsible for the delivery, performance and management of three large grants from the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) in Nepal. Save the Children (SC) serves as Principal Recipient (PR) under NFM-II for three grants: HIV, TB, and malaria, which have a combined 3-year budget of approximately $50 million. SC will continue in this role for the next cycle of grants (i.e., NFM-III) for the 2021-2023 period. These grants are performance-based and the program is delivered through sub-grants to multiple Sub-Recipients (SRs).

In specific, the Chief of Party (COP) will be responsible for the following tasks:

  • A high-quality program is delivered and performance targets are met;
  • Contractual obligations, including effective budget management, are met in a timely and cost-effective manner;
  • Sub-grants to the sub-recipients are well managed;
  • SC as the Principal Recipient (PR) performs as an excellent partner with other stakeholders in Nepal, including the Ministry of Health and Population (MoHP) and GFATM;
  • Synergies between GFATM programs and other SC Nepal Country Office programs are maximized;
  • The GFATM PR program contributes its learning and expertise to support other Country Office programs; and
  • Leadership and management of a GFATM PR team with diverse professional backgrounds.

SCOPE OF ROLE:

Budget Responsibilities: approximately $50 million

Role Dimensions: Save the Children works in all the districts of Nepal with a current staff complement of approximately 500 staff and current expenditure of approximately $US 40 million each year.

KEY AREAS OF ACCOUNTABILITY:

  • Leadership and Technical Guidance (30%)
  •  Ensure achievement of the program's objectives, per the grants' performance frameworks; developing strategic plans, annual and quarterly work plans, and overall management of the grants implementation in line with GF guidelines;
  •  Ensure high quality technical leadership and oversight is in place for the programs;
  •  Ensure that program teams, including sub-recipients, are familiar with program design and targets agreed to in the performance framework;
  •  Ensure effective coordination with SC-US team as GFATM Account Manager;
  •  Oversee technical assistance and trainings efforts to build the capacity of government systems in service delivery, human resource, financial, procurement supply chain, and program management;
  •  Ensure that relevant technical materials are made available and that appropriate dissemination takes place.

Contractual Compliance and Financial and Grant Management (25%)

  •  Ensure compliance with all relevant administrative, human resources, procurement and financial policies and procedures of GFATM and SC regulations and procedures;
  •  Oversee the control of expenditures within budgets;
  •  Ensure appropriate implementation, oversight, and monitoring of sub-grants to all sub-recipients, including ensuring flow down and compliance with all GFATM regulations and procedures. Oversee, energize, and motivate the team and ensure staff capacity building in their area of work.
  •  Determine workflow priorities, assume responsibility for delivery and the development, provide coaching, mentoring, and guidance of staff being supervised.
  •  Ensure appropriate implementation, oversight, and monitoring of sub-grants to all sub-recipients, including ensuring flow down and compliance with all GFATM regulations and procedures.

Representation, Networking, and Partnerships (25%)

  •  Represent SC as the PR and ensure effective management of relationships with:
  •  GFTAM, maintaining positive relationships with GF Secretariat Nepal Country Team, and specifically the GF Fund Portfolio Manager;
  • · I/NGOs and with key strategic partners such as the Government of Nepal, UN, WHO, USAID, PEPFAR, and other bilateral and multilateral agencies, as required;
  • · The Local Fund Agent and the Nepal Country Coordinating Mechanism (CCM);
  • · Technical Strategy Groups and the Nepal Health Sector Coordinating Committee;
  • · In coordination with the SC Nepal Country Director, establish and maintain professional and institutional relationships with government ministries and departments through sharing of reports, providing verbal updates and being transparent in SC PR management.
  • · Actively participate as a member of Nepal SMT, contributing to country strategic plans, and actively develop and coordinate linkages with other teams in SC Nepal;
  • · Coordinate with and update the Nepal Country Director on GFATM grants status and performance on a regular basis;
  • · Assist Director of Health, Deputy Country Director and Country Director in the identification of needs and opportunities for project activities including facilitating in designing and developing of proposals to explore new opportunities;
  • · Work in coordination with the Regional Office in Singapore and the Centre office in London to ensure smooth implementation of Global Fund Program in Nepal.
  • Staff Management and Development (10%)
  • · Manage, mentor and provide guidance to all GFATM staff in country to ensure program targets are met;
  • · Establish, build, and nurture effective teamwork within the GFATM team and ensure a cohesive workplace environment for optimum staff retention and motivation;
  • · Incorporate SC's vision and values into GFATM team building and ensure full adherence to Code of Conduct.
  • Program Documentation, Monitoring, Learning, and Research (10%)
  • · Ensure good practice by supporting the development of strong M&E mechanisms with relevant monitoring tools and systems in place to support high quality implementation by partners;
  • · Identify gaps in the standards of delivery of the programs in Nepal by partners through a robust monitoring process;
  • · Document implementation successes, challenges, and lessons learned and share them with all relevant stakeholders;
  • · Lead on setting research agenda with other key partners and commissioning studies/assessments to document evidence of impact and best practice;
  • · Track and evaluate key interventions, to assist in lessons for sharing, building an evidence base of operational research, surveillance and M&E approaches;
  • QUALIFICATION
  • · Master Degree in management, public health, social science or relate field

EXPERIENCE AND SKILLS

  • Essential
  • · Minimum of 10 years of experience in Social/Public Health/Health Service, with a minimum of 5 years' experiences in a senior level/leadership position with significant supervisory responsibility;
  • · Demonstrated experience working with the GFATM and ensuring compliance with GFATM requirements;
  • · Experience related to HIV, TB, or malaria;
  • · Proven successful experience in financial and grants management, including sub-grant management, and budget and procurement control;
  • · Demonstrated success and understanding in working across cultural differences and the political and ethical issues surrounding public health issues among key populations;
  • · Proven success in establishing professional relationships and working collaboratively with host government agencies, donors, civil society and community-based organizations (CBOs).
  • · Demonstrated ability to develop, lead, and mobilize a team of direct and indirect reports;
  • · Able and willing to travel regionally/internationally up to 15% and domestically up to 25%;
  • · Demonstrated professional fluency in both oral and written communications in English.
  • Preferred Qualifications
  • · Advanced university degree in public health, medicine, health economics or related field;
  • · Experience related to HIV prevention, care, and treatment for key populations;
  • · Experience in monitoring and evaluation;
  • · Understanding of procurement and supply management issues in large-scale public health programs;
  • · Experience in and in-depth knowledge of Nepal.
