Job Description

Chemonics seeks a chief of party for the USAID Coherent, Open, Responsive and Effective (CORE) Justice Program. A task order under the Rule of Law IQC, CORE Justice Program is scheduled to end on February 7, 2021, and may be extended through August 7, 2021. The program promotes the rule of law in Sri Lanka by strengthening core institutions, processes, and actors responsible for the administration of justice and the delivery of justice services. In doing so, the program works with key stakeholders and representatives of the judiciary, government, legal profession, and civil society to improve the coherence, openness, responsiveness, and effectiveness of the Sri Lankan justice system, attending especially to the lower judiciary. Key counterparts include the Ministry of Justice, Judicial Services Commission, Judicial Training Institute, Attorney General’s Department, Bar Association of Sri Lanka, and Non-Judicial Officer’s Training Institute. Based in Colombo, the chief of party will lead the program and oversee its technical aspects and implementation, including management support for the field office. In close collaboration with USAID, the chief of party will make key decisions and solve programmatic problems in short periods of time. In addition, the chief of party will report on program progress and quality of performance, activity design, and overall program implementation, managing the in-country relationship with USAID and the Sri Lankan government. Responsibilities include:

  • Develop and communicate the program’s strategic vision
  • Oversee the program’s technical implementation and compliance
  • Monitor and, when necessary, modify programmatic assistance to achieve results; ensure that relevant, productive, and complementary activities are implemented effectively
  • Ensure that program monitoring and evaluation, reporting, and work planning activities accurately and professionally reflect program activities and achievements
  • Obtain client and beneficiary feedback; ensure effective staff oversight and direction; and collaborate fully with subcontractors to ensure a smooth, transparent information exchange and teamwork at all levels
  • Oversee all contractual and budgetary aspects of program management
  • Professionally represent Chemonics to USAID, the Sri Lankan government, Sri Lankan counterparts, local partners, and other program stakeholders
  • Work with program management to balance workloads and ensure that adequate human resources, including short-term technical assistance, are available in a timely manner
  • Employ staff in consultation with the home office, subcontractors, and clients as needed
  • Provide guidance and technical direction to subcontractors
  • Motivate staff to effectively work toward program objectives by communicating clearly, offering team-building incentives, and remaining responsive to staff needs


  • Bachelor of Laws, master’s degree in law, or J.D. with a minimum of 10 years of experience managing similar programs or a Ph.D. in a relevant field with a minimum of eight years of experience managing similar programs
  • Excellent facilitation and listening skills; ability to communicate clearly and concisely both orally and in writing
  • Experience in South Asia or Southeast Asia preferred
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required
