Save the Children is committed to achieving breakthroughs for children by 2030 (children survive, learn and are protected), which includes achieving impact for children in the areas of Early Childhood Care and Development (ECCD), parenting, health, nutrition and protection. These sectors all contribute to the Early Childhood Education (ECE) and Nurturing Care of children aged 0-3 to realize the right of every child to survive and thrive, to build a more sustainable future for all.
The Program Manager for ECCD responsible for leading the implementation of projects that support Save the Children’s strategic objectives in ECCD for children aged 3-5, and in integrated programming for children aged 0-3 (including child protection, education, health and nutrition, and social protection).
With support from line manager, ECCD-PM is responsible for:
managing and executing the designed projects under ECCD portfolio;
developing programme/project working approaches and ensuring staff have adequate skills, knowledge, tools, and materials to reach project targets with good quality;
collaborating with other Save the Children teams, building partnerships and advocating for greater cooperation and collaboration between and across sectors to enrich programme/project results & scope of impact, promoting quality of system changes at national and influencing down to sub-national levels;
representing the programme/project to regularly communicate and advocate with counterparts at national and subnational level, and within Save the Children; and
Leveraging funding opportunity and contributing to proposal development and new project design.
In collaboration and support from Program Development Quality (PDQ), ECCD-PM will ensure effective monitoring and research, documentation of lessons and best practices, as well as contributing to broader learning, advocacy and evidence generation in Save the Children’s strategy.
Qualifications and experience
Master Degree in a relevant field including Early Childhood Education, Education Development, Public Health, Nurturing Care, Administration and Management, or any relevant equivalent field.
Knowledge and work experience related to education development, policies, strategy and key priorities, working context and approach, relationship with key players, education advocacy in Cambodia.
Broad understanding of Nurturing Care and ECCD thematic development work in Cambodia, including feasibility and potential area for advocacy and scaling.
Ability to constructively engage and dialogue with government ministries/departments, CSOs and stakeholders at local level.
A good experience and leading programme/project management and execution, facilitation, training and capacity building.
Fluent in writing and speaking English, fluency in Khmer preferred
Commitment to children's rights, especially gender equality.
Proven record of accomplishment of sound financial and human resource management.
Minimum of 5 years of relevant work experience.
Ability to mobilize local initiatives and build on existing resources, sense of humor and sound communication with staff at various levels, and understand local cultural norms.
Strong communication and interpersonal skill with co-worker and surrounding environment, government ministries/departments, and CSOs.
Strong proposal development and reporting writing, facilitation and presentation skills will be consider as definite advantage.
Ability to manage multi-tasks and dealing with complexity of programming and coping with stress
Ability and willingness to travel to all parts of the country, and willingness to abide by SCI Child Protection Policy/Child Safe Guarding and Code of Conduct.
Contract length:** May to Sept 2019 with likely extension to September 2022
