Job Description

NRC Mali is looking to hire an Emergency Response Project Manager. The purpose of the Emergency Response Project Manager is to lead the different emergency response initiatives in the mission. The position includes emergency response and quality assurance and close coordination with the core competence specialists in their areas of expertise. The emergency response project manager is responsible for ensuring capacity building of staff related to the emergency response. It is a managerial position in the program unit leading the emergency response in the mission.

NRC has operated in Mali since 2013. From our four field offices in Mali, Gao, Timbuktu, Mopti, and Kidal, and through our programs (Education, Wash & Shelter, Food security, Legal assistance, and also a dedicated emergency response mechanism), NRC strives to meet the basic needs of millions of people affected by violence and displacement. In order to do this, we are completely dependent on employing dedicated and skilled staff.

Role and responsibilities

Generic responsibilities

  1. Contribute to develop emergency response strategy for the country
  2. Contribute to the contingency planning and preparedness activities
  3. Contribute to core competence strategies with emergency focus
  4. Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
  5. Follow up on compliance with contractual commitments within Emergency response, ensure high technical quality and synergies in project implementation
  6. Provide technical direction and project implementation support
  7. Ensure that key learning are extracted from Emergency response implementation, and incorporate them in emergency response and staff development processes
  8. Ensure systematic training and build capacity of technical staff
  9. Represent NRC in relevant forums/clusters, including with national authorities and donors

Specific responsibilities

· Ensure context and conflict analysis of the situation in Mali and monitor the country-wide situation,

· Liaise with the RRM donor on operational issues as necessary,

· Support coordination of RRM partnership as required,

· Ensure that the RRM response is activated when required in coordination with the AMs and RRM units, and that correct procedures are followed,

· Harmonize emergency response programming across area offices,

· Liaise with relevant stakeholders to ensure there is a constant information flow about potential new displacements,

· Represent RRM partnership interests externally, e.g. at cluster meetings at regional level,

· Provide support with the setup of information management structures for data collection, reporting and M&E RRM,

· Contribute to any publications and lesson learnt papers at country level,

· Have a general oversight of country-wide program activities and emergency response program costs,

· Contribute to develop internal SOPs supporting the implementation of emergency response in coordination with finance, HR and logistics,

· Provide support with country-wide contingency planning and prepositioning of supplies,

· Provide support with recruitment of qualified staff in areas of operations.


• Minimum 4 years of experience within technical expertise area in a humanitarian/ recovery context

• Experience from working in complex and volatile contexts

• Emergency Response expertise

• Documented results related to the position’s responsibilities

• Knowledge about own leadership skills/profile

• Fluency in English and French, both written and verbal

• Knowledge of the Malian context

• Experience in coordination (RRM mechanism)

• Experience of direct implementation (not remote management)

Duration: 12 months

Salary/benefits: According to NRC’s general directions and free housing of moderate standard.

Level: Grade 8 in NRC grade structure

Duty station: Gao, with 60% travels to the field. This is an unaccompanied duty station
