Evaluation Consultant - Bangladesh Red Crescent Society Strategic Plan

British Red Cross is looking for a consultant to carry out an evaluation of The Strategic Plan 2017-20 of the Bangladesh Red Crescent Society. The purpose of this evaluation is to assess the achievements and gaps to date of the 5th Strategic plan of Bangladesh Red Crescent Society (BDRCS).
This evaluation will be against the strategic goals, expected outcomes, outputs and expected impacts articulated in the Strategic plan covering the period of 2017 to 2020. It is further expected to provide recommendations for improving or adjusting the new strategy of BDRCS to remain a meaningful guiding document.
The primary unit of analysis for this evaluation is the BDRCS as the owner of the Strategic Plan. This would include the National Head Quarters, branches and all other institutions, bodies that comes under the NS as per the constitution. The movement partners involved with BDRCS would also fall under this scope of study. The period under evaluation is from 2017 till the start of the evaluation.
The main deliverables of the project are: Report Writing (Inception, Debriefing etc). The evaluation will consider the following elements; Relevance, Effectiveness/Impact, Coherence, Utility and Achievements.
For the methodology BDRCS decided to adhere to thewith particular attention to the processes upholding the standards of how evaluations should be planned, managed, conducted and utilized. The method applied should take into consideration the local culture and language to ensure concepts and techniques common in English language are adapted and well understood by local communities and its stakeholders.
The consultancy is for a total of 30 working days over a period of two months. As travel to Bangladesh is now possible (dependent on visa application acceptance), this could be a combination of desk-based and visit to Bangladesh (Dhaka only). Should a suitable candidate be found who can only do this remotely, that possibly also exists.
