Job Description

Chemonics seeks a Human Resources (HR) Manager to support the delivery, coordination and implementation of human resources programs, services, and initiatives for the Global Health and Supply Chain Office (GHSCO) based in Arlington, VA. The HR Manager provides guidance for all phases of the project lifecycle including project start-ups, project maintenance, and project close outs. Responsibilities:

  • Collaborate with the HR Director/HRBP in the coordination of day-to-day human resources activities, duties, tasks, and administrative functions; Guide HR workflows, policies, procedures, and programs to support the human resource management activities and initiatives of the GHSCO
  • Establish and maintain strong relationships with Project Management Units (PMUs), operations teams, risk management, and HR departments to meet business needs
  • Manage client expectations by providing status updates, plans of action, or needed resources to ensure strong client relations and customer service
  • Under the leadership of the HR Director/HRBP, troubleshoot issues, and ensure customization of best HR practices across the GHSCO
  • Provide the highest standards of customer service, addresses issues, and coordinate with other HR functions to ensure cohesion with corporate practices, procedures, polices and processes
  • Apply understanding of Chemonics’ policies, standard operating procedures, cost accounting practices, and HR practices to solve problems and make decisions/recommendations which mitigate legal risk and reputational damage in-country
  • Work with the HR Director/HRBP to develop organizational design projects to streamline and implement new structures, roles, and/or processes that create speed and efficiency and support rapidly shifting business demands
  • Engage, consult, and collaborate effectively with recruiters and managers to meet the talent acquisition needs for the GHSCO
  • Work closely with the compensation and benefits team to level new position descriptions and determine appropriate salary ranges while ensuring consistency with Chemonics policies and procedures
  • Help facilitate new hire onboarding, conduct new employee orientation and exit interviews when needed
  • Provide oversight and ensure timely information flow, accuracy of employee data and communications
  • Perform other duties and responsibilities as required

Qualifications:

  • Minimum three years of progressive human resources experience with at least two years’ international experience preferred
  • Bachelor’s degree required and HR certification preferred
  • Solid working knowledge and experience in all functional HR areas
  • Knowledge of company’s main client, USAID, and its operations required
  • Proven capability to communicate clearly and concisely, both written and verbal in a diverse business environment
  • Ability to work well under pressure with tight deadlines
  • Ability to build trusting relationships and collaboration with clients and influence positive outcomes
  • Flexibility in daily schedule to accommodate clients and respond proactively and effectively to needs
  • Demonstrated ability to interpret and apply international labor codes and create and develop sound HR programs
  • Experience living or working in developing countries preferred
  • Willingness to work overseas for up to 4-8 weeks per year and to consider long-term overseas assignments
  • Knowledge of MS Office and HR applications
  • Demonstrated leadership, versatility, and integrity
  • Professional proficiency in English required
