The purpose of the Humanitarian Program Coordinator (HPC) position is to Coordinate and Manage the full range of CARE Sudan’s humanitarian programs, mainly, WASH, Health, and Nutrition and contribute directly to the CARE Sudan strategic objective on delivering Gender Transformative programs. The role of the HPC will ensure continued support to Head Program and Operations and sector leads enabling them to effectively execute humanitarian responses within their own states. The HPC identifies opportunities and resources for strengthening response efforts, from the regional and global rosters and effectively represents CARE at national coordination mechanisms, ensuring that CO is are well apprised of donor and UN concerns and priorities.

The HPC will report to the Assistant Country Director of Programs and work closely with the Country Director, Head of Program and Operations, Head of Operations, Crisis Management team, RMU and CARE Emergency Group (CEG) staff to provide and coordinate managerial and technical support to all aspects of the CO humanitarian response efforts. The HPC will directly assist the field teams including but not limited to providing on-site and remote support for emergency response planning, budgeting, and implementation, quality assurance and accountability, advocacy, and representation at key meetings at Khartoum level. S/he will constitute, plan and organize activities of the CO Emergency Response Team (ERT) members and work directly with Programs to strengthen transition to resilience and longer term recovery and development from emergencies.

Previous and current humanitarian needs in Sudan have tended to be food security or WASH and public health in nature including the current COVID-19 response hence CARE Sudan seeks passionate individuals with experience managing WASH and Public Health Emergencies of Significant scale for this role.

The post-holder will put in place and ensure the maintenance of programme management systems that ensure programme and reporting quality, financial management and personnel management and timely delivery of programme components according to the milestones agreed with the donors

The candidate applicant is required to provide close follow-up and support to the program staff in whole Sudan to implement the projects objectives and targets, technical and managerial needs. Strong oversight, follow-up, identification of training needs and project implementation preparation, implementation, monitoring and reporting to CARE /donor standards are among the key responsibilities.

This is initially a Short Term Contract position and requires travel up to 60% of time predominantly within often underserved locations of Sudan.

RESPONSIBILITIES

1. Program Development and Implementation

  • Overall responsibility for a coordinated and planned implementation, measurement, monitoring and reporting of the all Humanitarian /emergency projects and other assigned tasks
  • Improving and maintaining EPP and response capacity and in line with the project technical documents and budgets, ensure the project activities are implemented and verified as planned with the allocated budget and time line
  • Plan and market the Humanitarian projects among key stakeholders including government sector offices and donors
  • Follow-up and monitor local NGOs implementing partner’s activities and take timely corrective action
  • Ensure the link between the Humanitarian projects interventions and the overall outcome of all programmatic aims according to the objectives and goals outlined in the projects documents
  • Lead the integration and link the Humanitarian project interventions with the country office program framework and the country presence review, impact reviews and feedback mechanisms (FAM)
  • Report timely any discrepancies and deviations in implementing the Humanitarian projects
  • Track budget expenditure against activity implementation, recommending necessary budget line adjustments or budget review on a timely manner
  • Communicate with other program managers and advisors to ensure synergy, mobilize support and cross-fertilized learnings
  • Regularly communicate with finance and field team to track the Humanitarian projects expenditures and take timely corrective action for over or under expenditure
  • Build the capacity of the field teams' through on-job training in technical areas, finance and budget.
  • Technically supervise and support the Humanitarian projects staff
  • Ensure clear JDs and defined roles and responsibilities for the program team
  • Contribute to development of new Humanitarian program strategy, resources and budgets for successful interventions
  • Engage and work closely in identification of humanitarian funding opportunities with support from the Program Director for regular scanning of donor environment
  • Lead development of sound proposals to secure resources for CARE's work in Sudan

2. STAFF MANAGEMENT

  • Management of relevant Khartoum based technical staff that support the Country Office (Health Manager, WASH Manager, Nutrition Manager, temporary deployments, etc.)
  • Supervisory support (dotted line management) with relevant field-based program managers (in East Darfur, South Darfur, South Kordofan, Kassala, and Khartoum states)
  • Proactively enhance performance through regular, constructive, and honest feedback, coaching, and mentoring, as well as administering formal performance assessment
  • Coordinate and conduct capacity building of relevant staff to maintain and develop awareness and understanding of international standards in humanitarian program implementations and incorporate context-specific and culturally acceptable approaches at the local level.
  • Contribute to ensuring that all Health, Nutrition, and WASH staffs operate and behave in a manner that is consistent with the CARE’s code of conduct and uphold its values, including PSHEA, do no harm principles, and FAM.
  • Contribute to ensuring that the humanitarian department’s organizational chart accurately reflects program needs. All positions are filled with the most highly qualified personnel available and play a lead role in recruitment.

3. Monitoring and Reporting

  • Monitor humanitarian project implementation against contractual requirements, including through regular field visits to ensure timely and appropriate delivery of project inputs/outputs/outcomes
  • Work with finance team, regularly scrutinize project expenditure (burn rates), monitor proper utilization of the project budget on monthly basis and provide timely feedback to field teams and finance department on any variance that might come in the BvAs. Lead on all grant revisions, extensions, and donor reporting;
  • CARE actively work with communities, CSOs, government authorities at different levels. The Humanitarian Program coordinator is required to maintain regular and effective communication with all actors
  • Consistent with the country office reporting flow, put in place a project specific report tracking tools and system.
  • Generate and share regular technical and financial reports on timely basis as per the requirement for donor, government and CARE
  • Provide/facilitate training to the implementing partners on monitoring and reporting as required
  • Ensure that all humanitarian proposals and programs adheres to Common Humanitarian Standards, recognized humanitarian technical standards (SPHERE), IASC standards/principles as well as the Sudan Cluster guidelines.
  • To ensure that protection needs are analyzed and addressed appropriately in all projects
  • Work with the MEAL Manager to carry out Real Time Evaluations (RTE), After Action Reviews (AARs) and other forms of project monitoring and evaluation

  • Ensure that lessons learnt are documented and shared with the emergency program team and across CARE Sudan

  • Build the culture of reviews and evaluations and adhere to best practices of projects/program implementations, including but not limited to post distribution monitoring, after action reviews, real time evaluations

  • Ensure projects and proposals are gender, environment and protection sensitive and responsive

4. New and Innovative Programme Development and contribution to CARE’s emergency response strategy

  • Review Emergency response strategy for CARE Sudan and integrate it with other programs
  • Explore new and innovative programs on linking humanitarian interventions to resilience and nexus

  • Demonstrates awareness and sensitivity to gender and diversity at workplace and program implementation

  • Ensure that women and young men and women are at the center of the project and that partners have the required knowledge, skills and tools to ensure gender transformative approaches which include working with men

5. Capacity building and contribute to the success of CIS partnership strategic commitment

  • Consult field offices, partners and facilitate training/orientation sessions to ensure that all staff are well aware of the projects objectives and knowledgeable of its strategies (good governance, inclusiveness, women empowerment, gender equality). Adhere to the principles of project/program, i.e. inception workshops, implementation plan, procurement plans and exit strategies.
  • National CSOs, Communities/CBOs, traditional leaders, local authorities, executive directors of localities, state authorities are project stakeholders and targets for capacity building interventions
  • Ensure that key capacity building materials are translated in Arabic for use by the target population and stakeholders
  • Demonstrates awareness and sensitivity to gender and diversity at workplace and program implementation.
  • Ensure that women and young men and women are at the center of the project and that partners have the required knowledge, skills and tools to ensure gender transformative approaches which include working with men
  • Identify potential strategic and sub grant partners in the state that can ally with CARE to enhance opportunities to add voices and reach CARE’s impact population groups
  • Support CSOs engagement in advocacy, implementation of programs and leadership
  • Participate in selection of qualified partners, related requirements (DDA, CDP, MP) and reporting
  • Organize partnership forums for feedback, interaction, learning and improved planning
  • Through coaching and mentoring, assist the partners’ staff to produce quality planning and implementation.
  • Ensure each staff have an agreed action plan to contribute to this commitment

6. Uphold CARE´s values and contribute to the CO shared priorities

  • Be aware of the CIS Safety and Security Management Plan (SSMP) and comply with it at all times
  • Be aware of CARE’s commitments to Gender and Diversity, PSEA and strive to uphold them
  • Be committed to promote CARE’s core values at all times
  • Ensure program staff under her/his supervision understands individual and collective responsibilities for safety, security, and protection.
  • Liaise with the Security Officer to ensure compliance with CARE’s Security Guidelines and their effective application in the local context.
  • Monitor the operational environment with respect to increased level of threat.

QUALIFICATIONS

  1. Master Degree in Public Health, Health, Nutrition, Food security, Rural Development or other relevant studies
  2. At minimum 5-10 years’ experience in humanitarian preparedness, risk reduction and response including SPHERE standards, development programming and designing interventions in such context in a gender- and conflict-sensitive manner, WASH, Health or nutrition
  3. Strong skills in networking, representation and building relations with diverse stakeholders
  4. Language: Strong active (written and spoken) command of English language - Arabic language is advantage
  5. Communications: Good report writing skills
  6. Computer: Good computer skills
  7. Experience of undertaking high level representation to influence government, donor, partners, and agency policy and practice
  8. Strong Management skills including line management and competencies in planning and organizing - Is able to prioritize effectively, build alternative actions into plans, review priorities and gather and deploy resources effectively
  9. Demonstrated experience in integrating gender and diversity issues into programmes.
  10. Evidence of project cycle management experience, including strategic planning, budgeting, reporting, monitoring & evaluation.
  11. Ability to work with local authorities and rural communities including traditional and political leadership
  12. Ability to communicate ideas in a culturally-sensitive manner and conducive to their practical application especially in Sudan context with an ability to adapt and work within a multicultural, multilingual and multidisciplinary environment. Commitment to equal opportunity and gender equality.

  14. Knowledge of donor environment, understanding of funding issues in relation to Humanitarian-Development-Peace Nexus with evidence of successfully fundraising and growing programmes in an environment comparable to CIS
  15. Familiarity with CARE'’s business rules and programme quality processes is an asset.
  16. Experience in building the capacity of the team internally and of external stakeholders.
  17. Ability to foster innovation and cross programme learning
  18. Ability to travel regularly at short notice.
