Project Overview and Role:
This Terms of Reference outline the roles and responsibilities of the M&E Advisor for the UK Health Partnerships Fund – Myanmar (UKHPF), a new FCDO-funded project which will operate from early 2021 to December 2023 and which will be implemented by a consortium led by Palladium.

UKHPF will improve quality of care and patient safety within Myanmar’s health system by forging long-lasting, strategic, mutually beneficial and demand driven partnerships between world class UK health institutions and local counterparts. The scope of the project’s activities is to strengthen the health system to improve quality of care and patient safety.

This will be achieved by:
* To strengthen the health system for improving quality of care by strengthening: Continuous Professional Development (CPD); medical education, training, and related faculty development; helping to set up clinical governance, performance management and medical audits.
* To strengthen systems and improve practices for ensuring patient safety by: building the evidence-base; setting up adaptive frameworks and tools for hospital infection prevention and control; improving medication safety practices and quality of prescribing to centre on patient safety.

The M&E Advisor will play a part-time role which may require travel to the project office in Myanmar. He/she will be responsible for the design and oversight of the M&E framework and tools of the Project. He/she will collaborate closely with the M&E Manager and the wider project management team to ensure alignment between the M&E platform and project outputs, outcomes, and objectives.

It is expected that the M&E Adviser will be contracted for 92 working days throughout the project.

Primary Duties and Responsibilities:

Primary Responsibilities
* Project Design: Lead on the development of robust and evidence-informed Theories of Change (ToCs) across the Project, and ensures the ToCs, Results Frameworks and Indicators Sheets are regularly reviewed and updated in response to learning through implementation.
* Develop core monitoring tools and research strategies to be used on the project in collaboration with the M&E Manager.
Liaise with the GESI and M&E Manager to design a routine analysis of different partnerships to understand which
* initiatives are contributing to the greatest reduction in defined gender inequality metrics.
* In collaboration with the M&E Manager, quality assure the Project’s Value for Money (VfM) strategy.
Technical Oversight and Quality assurance:

The M&E Advisor will routinely provide technical oversight and quality assurance to all M&E work undertaken by the M&E Manager and her/his team at the health partnership and Project levels.

This includes:
* Provide technical oversight to the implementation of M&E and knowledge management systems and ensure that the project team is confident in using them.
* Provide technical support for design, implementation, and analysis of periodic quantitative and qualitative data collection activities, including baseline and end of project assessments.
* Contribute to team’s efforts in development of standards and good practices in M&E documents; being responsible of developing guidance (manual, users aids, training materials) for staff regarding specific topics related to M&E systems and analysis.
* Provide support to specific projects’ quality assurance processes, including internal and external proposals and reports reviews.
* Work with teams to ensure that lessons learned from project evaluations are integrated into new proposals.
* Quality assure reported results and support the production of key client deliverables throughout the life of the Project.

Lessons learning and relationship management:
* Maintain an ongoing dialogue with the M&E Manager and wider management team.
* Catalyse on relationships with healthcare institutions and other relevant stakeholders to ensure quality data collection and to help them strengthen their procedures and processes for routine institutional level data collection, analysis, and use.
* Assist in the organization of the annual cross-partnership learning events in Myanmar.

Required Qualifications:

Candidate Requirements:
* Master's degree in development studies, social science, statistics, or another relevant subject.
* Extensive experience of working on monitoring, evaluation and learning.
* Demonstrable understanding of and interest in health and health systems strengthening issues in Myanmar.
* Strong track record of leading on research work, particularly using qualitative research methodologies and secondary analysis of existing literature.
* Experience managing other M&EL consultants and research teams.
* Familiarity with M&E concepts and processes preferred by DFID (i.e. theories of change, logframes, MEL strategy development)
* Good analytical ability and report writing skills.
* Fluency in English and Burmese. Familiarity with outcome mapping and/or contribution analysis.
* Familiarity and networks within Myanmar health institutions.
