Position Summary

In support of the anticipated USAID-funded Strengthening Rehab Services and Health Systems (SRSHS) Project, UCP Wheels for Humanity (UCPW) seeks a Ukraine-based Program Manager. The Program Manager will help develop and coordinate programmatic activities in Ukraine, including trainings and events implemented by sub-awardees and partners, and provide oversight for activities in Tajikistan. He/she will be responsible for ensuring that project implementation is on track and within budget and in line with donor and internal policies and regulations. The Program Manager will oversee financial and administrative staff, coordinate programmatic and financial reporting, support stakeholder and donor liaising, and ensure compliance with internal and donor policies and procedures. This position will be based in Kiev, Ukraine. Only candidates with work authorization in Ukraine will be considered; relocation benefits will not be provided.

About the Strengthening Rehab Services and Health Systems Project

With funding from the U.S. Agency for International Development (USAID) and support from the World Confederation for Physical Therapy (WCPT), Ukrainian Association of Physical Therapy (UAPT), National Association of People with Disabilities (NAPD), and the Republican Medical College of Tajikistan (RMC), UCPW anticipates implementing the Strengthening Rehab Services and Health Systems (SRSHS) project. The project works to strengthen rehab service delivery systems in Ukraine and Tajikistan by contributing to the development of policy and regulatory frameworks that are rooted in practical, local hospital-tested experiences; supporting physical therapy professionalization; and raising awareness of the importance of rehab services for quality of life, particularly for those affected by conflict. Ultimately, the SRSHS project will strengthen the skills of rehab providers in the two countries, reach persons with disabilities (PWDs) and medical professionals with awareness-raising activities, and increase access to rehab services for PWDs.

Expected Duties and Responsibilities

Under the direction of UCP Wheels’ Director of Programs, the Program Manager will be responsible for performing the following primary tasks across two implementation sites:

· Responsible for overall project management from award to closeout, including contractual compliance, coordinating programmatic and financial reporting, and oversight of finance and administrative personnel and subcontractors

· Help develop and manage the project’s workplan and monitoring and evaluation framework in coordination with the project’s Technical Director and UCPW HQ

· Coordinate programmatic activities to ensure that implementation is on track and within budget and in line with donor and internal policies and regulations

· Develop and submit quarterly programmatic reports to UCPW HQ, consolidating technical inputs from project staff and partners and ensuring high-quality timely reporting

· Ensure that all project technical deliverables are formatted with proper USAID branding requirements

· Oversee financial reporting in conjunction with the Finance and Administration Coordinator, ensuring costs incurred are allowable and consistent with the program budget

· Mentor and supervise local Ukrainian and Tajik finance and administrative staff, delegating tasks among the local teams as appropriate

· Provide guidance and support to staff and partners as needed to ensure that programmatic implementation and deliverables are of a consistent quality and in line with grant compliance guidelines

· Serve as principal liaison between the UCPW Ukraine field team, Tajikistan staff, and UCPW headquarters; facilitate communication with field and home-office project leads

· Manage stakeholder and donor relationships as appropriate in conjunction with the Technical Director

Qualifications and Experience

· Advanced degree in international development, international relations, public policy, or other related fields; health policy preferred

· Minimum of 5 years of donor-funded program management experience

· Proven experience developing and implementing project workplans and budgets

· Demonstrated management experience, preferably involving the management of both programmatic staff and technical experts/consultants

· Familiarity with USAID regulations and policies, including experience with USAID compliance and reporting requirements, highly preferred

· Understanding of national health systems for rehabilitation services highly preferred;

· Strong interpersonal skills and ability to work independently and in a team of people with diverse backgrounds

· Proven ability to take initiative in finding solutions to complex challenges

· Detail-oriented with excellent organization and prioritization skills and proven ability to meet deadlines

· Experience in organizational change management advantageous

· Fluency in English, Ukrainian, and Russian required

· Proficiency in Microsoft Office suite, including Word, Excel and Outlook required

· Willingness to travel domestically and internationally up to 25% of the time
