The Programme Management Team is at the very centre of CIUK’s new strategy for the delivery of high quality and impactful programming within CARE. The team shapes and delivers our institutional programme portfolio in Africa and Asia in line with the CARE International 2020 Programme Strategy and ensures that our programmes bring lasting change through consistent and high standards of programme design, quality delivery and learning. We are currently managing a portfolio of projects funded by institutional donors (DFID, EC, BLF, Comic Relief, etc). The portfolio currently has a value of over £60 million.

About the role

Programme Management and Funding Officer is responsible for managing a range of projects in the portfolio, but particularly the smaller projects funded by institutional donors and Trusts and Foundations working in close collaboration with fellow Programme Management and Contracts & Finance staff in their regional team as directed by the Regional Manager. Success in this role will require hone skills in bidding, programme management and relationship management. The post holder will need to be confident in building and maintaining strong relationships in a number of donor organisations. An ability to manage a complex portfolio of work and communicate effectively will be critical. Good portfolio management will include a strong understanding of contractual responsibilities and working with Country Offices and increasingly other partners to deliver them.

Programme Management and Funding Officers will work closely with relevant colleagues from technical teams in CIUK and wider CI to provide required support for programme implementation, including for knowledge management generation and policy and advocacy work as part of CARE’s multiplying impact agenda.

About you

You are an experienced international development worker with field and/or HQ experience with proven ability to coordinate strong bids for institutions or foundations, with demonstrable success at winning bids. You will also be managing institutional funding and a very good knowledge of our key donors’ policies and practices (DFID, JOA, Comic Relief, and the Post Code Lottery). You have a good understanding of financial management, compliance, monitoring and evaluation, accountability and gender mainstreaming issues for donor funded projects. You have experience of providing distance support to field offices and of working in partnership with local organisations.
