Project Development Coordinator - KIWA Initiative

The Pacific Community (SPC) invites applications for the position of Project Development Coordinator - KIWA Initiative in the Climate Change and Environmental Sustainability Division. This position will be located at its headquarters in Noumea, New Caledonia.
The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. We are an international development organisation owned and governed by our 26 country and territory members. In pursuit of sustainable development to benefit Pacific people, our organisation works across more than 25 sectors. We are known for our knowledge and innovation in such areas as fisheries science, public health surveillance, geoscience and conservation of plant genetic resources for food and agriculture.
The Climate Change and Environmental Sustainability Programme (CCES) was established to enable SPC to strengthen and streamline its actions on climate change by bringing together work already undertaken by the organisation under a coherent strategic and technical leadership. In addition, it leads the actions of SPC on climate change and environmental sustainability, works with the Organisation’s regional and international partners and promotes the integration of these issues into all development activities conducted by the Organisation’s divisions.
The Project Development Coordinator – KIWA Initiative, will support the development of major biodiversity, climate and resilience projects for SPC member countries and territories.
The key responsibilities of the role include:
1. Supporting the development of large-scale projects
• Assist in building national governments’ capacity to mainstream climate change adaptation and biodiversity into their various sector-based policies
• Raise awareness among SPC’s sector-based divisions about joint funding opportunities from the KIWA Initiative and other climate action donors.
• Support SPC’s sector-based divisions and partners in identifying, developing, and, where needed, implementing large-scale projects to be submitted to the Initiative
• In conjunction with SPC’s Climate Finance Unit, support the design of projects that may be submitted to other donors and/or climate change funds, such as the Green Climate Fund, for possible joint funding with the KIWA Initiative
• Support the implementation of cross-sector activities during climate project planning and start-up
• Sign contracts with and supervise service providers in charge of implementing all or part of the lessons-learned, project development, outcome showcasing/sharing activities
2. Supporting SPC’s participation in the KIWA Initiative
• Serve as SPC focal point for the Initiative
• Provide technical and financial reporting for Component B1
• Act as liaison with the Initiative Secretariat at AFD, and, as needed, with IUCN and SPREP
• Coordinate SPC’s participation and, where needed, act as its representative for the Initiative’s strategic direction committee and on the select technical committee
• Promote the opportunities offered by KIWA Initiative with national authorities and other SPC partners

Key selection criteria
• Master of Science, Environmental Management, Economics, Geography, etc.
2. Technical expertise
• 5 years of experience in the environmental and/or public development aid fields
• Expertise in climate change, biodiversity and resilience
• Experience in project development and management
• Experience in the Pacific Islands
3. Language skills
• Excellent oral and written communication skills in French and English
4. Interpersonal skills and cultural awareness
• A proactive and positive team player able to work effectively in a multicultural environment
• Knowledge of Pacific Island countries and territories is an advantage.
Salary, terms and conditions
Contract Duration – This position is budgeted for three years and is subject to renewal depending on performance and funding.
Due to the current travel restrictions caused by the global COVID-19 pandemic, and the priority SPC places on its staff safety, health and well-being, please note that there may be delays in taking up the appointment. These matters will be discussed thoroughly with successful candidates. In most cases, any appointment and on-boarding would only commence when relocation to the duty station is permitted.
Remuneration – The Project Development Coordinator – KIWA Initiative is a band 9 position in SPC’s 2020 salary scale, with a starting salary range of SDR (special drawing rights) 3,140-3,829 per month, which converts to approximately XPF 462,468-563,910 (USD 4,334-5,284; EUR 3,875-4,726). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale is based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.
Benefits for international staff employees based in New Caledonia – SPC provides subsidised housing in Noumea. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8 % of salary, to which SPC adds a matching contribution).
