Chemonics seeks a Project Management Unit Director within our Supply Chain Management (SCM) team based in Arlington, VA. The Project Management Unit (PMU) Director plays a central role in the achievement of the Global Health Supply Chain - Procurement Supply Management project's (GHSC-PSM) objectives within the various portfolios and makes cross-cutting contributions to overall SCM objectives. As a PMU Director, you will have the opportunity to design, implement, and align technical strategies and implementation approaches within your country portfolio as well as provide operational, administrative, human resources, partnering, procurement, financial management and quality assurance guidance and support. PMU Directors supervise a dynamic team of managers and associates and operate at advanced levels of authority and accountability for achieving results. Responsibilities include:

  • Plan and direct home office and field activities for country office start up, guiding the field team on contract requirements and Chemonics policies and systems

  • Support and collaborate with country offices to ensure timely preparation of high quality work plans, budgets and performance management plans that reflect the priorities of GHSC-PSM, USAID Washington and in-country USAID Missions, the ministry of health, and other stakeholders in-country

  • Contribute to and support development of work plans, budgets, performance management plans and other project documents as requested

  • Contribute to identification, sourcing and delivery of appropriate technical support from withing GHSC-PSM as well as from subcontractors

  • Establish effective and collaborative working relationships with clients, counterparts and stakeholders to continually promote outstanding client service with HQ staff and field teams

  • Maintain strong and positive working relationships with clients and partners within the assigned portfolio, including USAID and local governments

  • Maintain smooth flow of information/data to and from GHSC-PSM’s global strategies for knowledge management and monitoring and evaluation as well as the cross fertilization of tools and best practices among countries

  • Contribute to development and continual improvement of standard operating procedures and information sharing tools

  • Conduct periodic supervisory visits as needed to assess the status of project activities and/or to participate in technical or evaluation work in the field

  • Supervise contract financial performance and budget management, support work plan development and reports on implementation, and ensure prompt resolution of implementation issues

  • Oversee hiring, onboarding, backstopping, fielding, repatriation and separation for expatriate and TCN field office staff in country offices and provide advice and consultation to field office Operations Director on hiring through separation of host country professionals

  • Review country program performance and ensure programmatic implementation is on schedule and consistent with the GHSC-PSM quality standards set forth by the technical team

  • Provide guidance to troubleshoot project management problems, and discuss current or potential liability issues

  • Review and recommend revisions of technical documents, progress reports, and work plans issued by the field team prior to their submission to client, ensuring they meet company standards and contract requirements

  • Review monthly country program analysis to ensure programs meet budget projections

  • Serve as acting Managing Director or acting Country Director, as requested

  • For assigned countries, supervise managers and associates comprising the Country Management Team staff. Manage staff performance of billable and overhead functions

  • Supervise, mentor, and evaluate assigned staff, communicating clear performance goals and standards, offering regular performance feedback and prompt resolution of problems, and time and opportunity to grow and develop in key competency areas

  • Participate in activities to build a strong knowledge culture by sharing best practices and important innovations through practice networks and knowledge management systems

  • Support the company’s new business objectives by analyzing funding trends and priorities, formulating strategies, conducting periodic travel to explore new business opportunities, representing Chemonics, and/or gathering information to write a technical proposal

  • Perform other duties and responsibilities as required by Managing Director and/or Country Programs


  • Bachelor’s degree required; advanced degree preferred

  • Minimum 8 years of experience providing project implementation in developing countries, or technically relevant work experience

  • Field experience leading or serving in a management role on a USAID project preferred

  • Experience supervising or mentoring a team required

  • Ability to solve complex technical, managerial or operational problems and evaluate options based on relevant information, resources, well-rounded experience, and knowledge

  • Ability to operate at advanced levels of authority and manage significant activities, budgets and resources to produce and take responsibility for results

  • Ability to problem solve and develop solutions independently and lead teams efficiently and effectively with guidance and recommendations from Managing Director and Country Programs Director

  • Willingness to travel and work abroad a minimum of 4-8 weeks per year; experience living or working in developing countries, preferred

  • Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, training courses, and effective meetings

  • Knowledge of company’s main client and its operations preferred

  • Strong knowledge of MS Office applications

  • Ability to work both independently and as part of a team

  • Demonstrated ability to manage and supervise department staff, multiple project teams, remote staff and other initiatives

  • Demonstrated leadership, versatility, and integrity

  • Fluency in English required, fluency in French preferred
