Who are we?            

Danish refugee council has been operating in Libya and Tunisia since 2011 focusing on protection of the displaced and conflict affected population. These include refugees, asylum seekers and economic migrants in Tripoli area and in the south west of the country, the population in and around Sirte affected by unexploded ordnance (UXOs) and to an increasing extent on the legal and illegal migrants and stateless populations in Libya. DRC/DDG has its head office in Tripoli and a field office in Sabha. Sabha is located 800 km south of Tripoli and is a central transit point for migrants and is home to large numbers of minority groups and stateless populations.      

About the job :   

The Protection Team Leader (Services and Assistance) is responsible for coordinating the implementation of all activities related to the provision of protection services and assistance to migrants and refugees in Libya, including Special Needs Fund (SNF), Individual Protection Assistance (IPA), case management and legal assistance. The Protection Team Leader (Services and Assistance) is expected to provide leadership and guidance to program staff under his/her supervision with regards to the planning, conduct and reporting of activities. The Protection Team Leader (Services and Assistance) is expected to actively collaborate with the Protection Manager on all aspects of the program, including implementation of activities, monitoring and reporting, external representation and human resources so as to ensure quality and efficiency in the management of the program.        

Main duties and responsibilities will be:     

Program  :

  • Coordinate the planning and implementation of program activities related to the provision of protection services and assistance, including Special Needs Fund (SNF), Individual Protection Assistance (IPA), case management and legal assistance. To this end, produce and regularly update monthly workplans to effectively organize the activities of program staff under his/her supervision.   
  • Provide technical guidance and supervision to the Protection Officer (Case Management) and the Protection Officer (Direct Assistance) on the implementation of program activities related to to the provision of protection services and assistance, including Special Needs Fund (SNF), Individual Protection Assistance (IPA), case management and legal assistance. To this end, ensure that staff under his/her supervision effectively use and comply with all the tools, forms and SOPs as communicated by the Protection Manager (Mixed Migration) and the Protection Coordinator (Mixed Migration). Ensure that all staff under his/her supervision comply with the applicable professional standards related to protection and humanitarian interventions.  
  • Review individual assessments submitted by the Protection Team Leader (Monitoring and Outreach) and, in coordination with the Protection Manager (Mixed Migration) and in the context of internal case review meetings, decide on the type of programatic response suited to the specifc needs, protection issues and risks of the concerned individuals among Special Needs Fund (SNF), Individual Protection Assistance (IPA), case management and/or legal assistance. For each individual case, plan the implementation of the intervention including in terms of direct provision of services and cash assistance, regular follow-ups and case review as well as services referals.   
  • Act as as focal point for the reception and emission of services referrals from/to partner agencies and service providers. To this end, ensure compliance  with the specific tools, processes and SOPs dedicated to services referrals, including in terms of informed consent and confidentiality, timeframe for the provision of services, follow-ups and feedbacks.  
  • In coordination with the  Protection Manager (Mixed Migration) and the Protection Officer (Partnerships and Liaison), contribute to the effective coordination and planning of interventions by local partners in detention centers for the distribution of Non-Food Items (NFIs) and phone calls for familly linkages. To this end, support regular communication, planning, on-site monitoring and follow-ups with the local partners and the Libyan authorities such as Department to Combat Illegal Immigration (DCIM).   
  • Coordinate the effective implementation of any other program activities related to the community outreach, protection monitoring, protection assessment at the individual/household level and information dissemination as instructed by the Protection Manager (Mixed Migration).   

Monitoring and Reporting  :

  • Ensure that quality and acurate reports and supporting documentation on program activities related to the provision of protection services and assistance, including Special Needs Fund (SNF), Individual Protection Assistance (IPA), case management and legal assistance are submitted timely and on a daily basis to the Protection Manager (Mixed Migration) and to the MEAL unit for verification, aggregation and analysis. To this end, ensure that both the hard and soft copies of all activity reports are archived on the server and/or uploaded onto online platforms for information management as relevant. In addition, provide oversight and guidance to the Protection Officer (Case Management), Protection Officer (Direct Assistance), Protection Officer (Partnership and Liaison) and Protection Officer (Legal Assistance) to ensure that they effectively use the tools and comply with the processes related to monitoring, reporting and information management,   
  • Produce a weekly report on program activities related to provision of protection services and assistance, including Special Needs Fund (SNF), Individual Protection Assistance (IPA), case management and legal assistance and submit it on a weekly basis to the Protection Manager (Mixed Migration) and the Protection Coordinator (Mixed Migration) for the purpose of internal information sharing, strategic review and institutional learning.   

Representation and coordination  :

  • Represent DRC and the program towards a wide range of stakeholders including individual beneficiaries, community mobilizers and focals points, humanitarian agencies and services providers etc. To this end, ensure professional standards and transparent communication in the external representation of the organization so as to build trust and ensure effective collaboration with all concerned stakeholders.   
  • Ensure that all interactions by staff under his/her supervision with individual beneficiaries take place in an environment and in a way that respect and promote the individuals’ safety, agency and dignity in accordance with professional standards for protection and humanitarian work.  

Human Resources  :

  • Manage and supervise the Protection Officer (Case Management), Protection Officer (Direct Assistance), Protection Officer (Partnership and Liaison) and Protection Officer (Legal Assistance). To this end, and under the guidance and supervision of the Protection Manager (Mixed Migration), provide technical guidance on program activites, ensure that professional standards are met and that each staff member fullfil his/her role as per his/her ToRs and conduct performance appraisals to review performance and set objectives towards profesional development. .   
  • Coordinate the leave plan of the the Protection Officer (Case Management), Protection Officer (Direct Assistance), Protection Officer (Partnership and Liaison) and Protection Officer (Legal Assistance) under the  supervision of the Protection Manager (Mixed Migration) to ensure the effective implementation of program activities.  
  • Contribute to the recruitment of new Protection Officers whose role relate to the provision of protection services assistance by the program, in coordination with the Protection Manager (Mixed Migration) and the Human Resources Officer.   

Operations support  :

  • Support the coordination of program support activities as they relate related to logistics, administration, finances or security as relevant, under the guidance and supervision of the Protection Manager (Mixed Migration) and in coordination with the relevant departments.  Ensure the compliance of the staff under his/her supervision with the relevant internal policies and directives.  

About you:     

  • 2-3 years of professional experience in the field of humanitarian interventions, human rights or community development, preferably with an international humanitarian organization  
  • 1-2 year of experience in a managerial capacity, including staff management  
  • Solid knowledge of the migration context in Libya and of the protecting issues affecting migrants and refugees  
  • Demonstrated capacity to effectively represent a humanitarian organization with external partners and stakeholders  
  • Skills in project management, including the planning and reporting of activities. Proven capacity to document, summarize and analyze information in a clear and systematic manner.   

 Moreover, we also expect the following:     

  • University Degree in the field of social sciences, humanitarian affairs, international law, development or any other related field Fluency in written and spoken English and Arabic.    
  • Fluency in written and spoken English and Arabic.   
  • Basic knowledge of  French an asset
