Regional Monitoring Evaluation and Learning (MEL) Manager - Asia

  • Fixed-term, three-year contact based in Nepal
  • Estimated commencement from April-May 2019
  • Competitive remuneration package

The Regional MEL Manager will be responsible for implementing the MEL framework and will deliver three aspects of MEL, centred around the Theory of Change and Log Frame agreed with DFID:

  • Monitoring activities of the operational and technical team, contributing monitoring data into regular reports to DFID and to inform day-to-day programme management;
  • Evaluating the epidemiological impact and progress towards disease control goals; and
  • Maximising learning to inform the programme, share between countries, ensure lessons are transferred to the global level into WHO frameworks and contribute to the ongoing research agenda for NTDs.


  • Lead and oversee all MEL activities across the Asia Region including staff and consultant inputs;
  • Work across the three countries to ensure clear reporting and understanding on the below areas:
  • How the program is being delivered and the impact in the Region
  • Country performances against their country plans
  • Ultimate impact on the control and elimination of NTDs per country in the Region
  • Consolidated information from across the Region presenting best practices and case studies on integrated NTD control and elimination programmes
  • Ensure all aspects of MEL Framework design and delivery are underpinned by robust conceptual frameworks for gender equality and women’s economic empowerment;
  • Ensure the MEL Framework’s key questions, performance indicators, and focus of data collection aligns with the (evolving) information needs of the Programme;
  • Work collaboratively with programme staff and partners to develop and agree data collection, reporting and dissemination approaches that are technically robust, fit-for-purpose and efficient; and
  • Ensure effective planning and team and budget management.


  • Master’s degree in health, social sciences or a relevant field;
  • Proven experience in designing, supporting, and analysing health policy and programmes;
  • Proven experience in managing M&E and reporting on health programmes to improve system efficiency and responsiveness;
  • Proven experience with Theory of Change design, Results Frameworks and log frames;
  • Demonstrated ability to conduct impact evaluations or evaluations with similar methodologies;
  • Substantial field experience within Nepal, India or Bangladesh working in the areas of health research and M&E;
  • Experience as part of a senior leadership team with similar roles;
  • Demonstrated ability to deliver high quality results and impact within specified timelines
  • Excellent written and spoken English communications skills, with demonstrated analytical skills and publication experience; and
  • Experienced and willing to work (and travel) in diverse cultural setting.
