Overview of position
In late 2019 parts of Somalia experienced some of the worst flooding in the country’s recent history resulting in several deaths and significant damage to infrastructure, crops, property, and livestock. Subsequent to this flood event, a joint assessment undertaken by the World Bank and the Federal Government of Somalia (FGS) has formulated Somalia Crisis Recovery Project (SCRP) financed by the World Bank to the Federal Ministry of Finance (MoF). The project aimed at supporting the recovery of livelihoods and infrastructure in flood and drought affected areas and strengthening the capacity for disaster preparedness nationwide. The short-term recovery interventions focus is on three flood affected Sates (Hirshabelle, Jubaland & South West State), while the longer term interventions will focus on a broader national interventions enabling Government capacity strengthening in Disaster Risk Management. .
Our client is assisting the MoF with technical and project management support for the SCRP activities implementation. Our client's immediate roles include assessment and the preparation of designs for the rehabilitation of critical infrastructure, such as community infrastructure, small roads, government buildings, and water & sanitation services in the flood affected areas of the States Hirshabelle, Jubaland & South West State. Our client is now recruiting a qualified Road Engineer to undertake the assessment and designs of the feeder roads prioritized for rehabilitation.
Visit the roads and other infrastructure prioritized for rehabilitation under SCRP, assess the rehabilitation needs, establish the feasibility of works implementation and prepare assessment reports with preliminary costs estimates and recommendations on proposed implementation methodology;
Develop plans for field data collections such as engineering survey, soil testing and other technical input to the road and prepare the necessary technical specifications to execute such data collection tasks;
Assist our client SCRP team in the execution of pre-design activities including service provider engagements for undertaking engineering survey, soil investigations etc.;
Review of the field data collection results and develop detailed designs including drawings, specifications, bill of quantities and construction cost estimates;
Develop project implementation documents to support the works implementation methodology adopted by the Project Implementation Unit (PIU) of the MoF
Provide technical support during the works implementation by the PIU
Perform other duties related to the assignment requested by our client'sTeam Leader Expected output
Prioritized roads assessment report
Designs for the rehabilitation of the roads / transport infrastructure as agreed at end of the assessment process
The successful candidate will report to the Project Manager
Bachelor’s degree in civil engineering (or similar discipline) is required.
Competency in English both spoken and writing is requiredTeam management
- Secctor experience:
- Minimum of 6 years of roads experience including substantial involvement in road design is required
Skills in using road design software such as Civil 3D (or similar) is required
Previous work experience in Somalia and the familiarity of road design standards
applicable to Somalia is desirable
