Job Description
Chemonics seeks a Security Management Unit (SMU) Associate to work with the Operations Division of our Global Health and Supply Chain Office (GHSCO) located in Arlington, VA. The SMU Associate is responsible for ensuring that sound management principles and tools are employed in the operations of the SMU and in the implementation of its work. In this capacity, the associate will address needs related to supporting the Project Management Units (PMUs) and GHSC-PSM project teams, liaise with external clients and contractors, and handle internal operational issues to include backstopping and support of field security staff. Responsibilities include:
Schedule and draft agendas for stakeholder meetings; briefs and prepares background materials for meetings with the regional PMUs; draft and distribute weekly security updates to board and Regional Business Units (RBUs) as well as quarterly report to the executive division/board
Participate in and assist with coordination, liaising, and briefing of the executive office on security events in the GHSCO when necessary
Coordinate with PMUs and GHSC-PSM Country Teams on staff fielding processes, staff tracking and gathering and archiving security assessments, emergency action plans, and reports from field teams
Conduct technical review for completeness, accuracy, and application of policy of emergency action plans and recommends appropriate changes to field-based security staff
Deliver briefings to travelers departing to high-threat destinations or other destinations as requested; maintain and update all country briefing documents as necessary
Develop and lead security-related training for security department and GHSCO as needed
Provide technical security information to support projects, new business efforts, Chemonics’ knowledge base, practice networks, and other work products, as requested by supervisor and colleagues
Conduct in-depth technical field assignments as required, including, but not limited to in-country security risk assessments, facilities, information gathering and analysis, communications, travel, evacuation, discreet operations and others as needed
Possess in-depth knowledge of Chemonics’ security platforms on all projects in the GHSCO portfolio and is able to address PMU or other stakeholder questions. Participatesin discussions about and recommends support security platforms that appropriately mitigate risk while not unnecessarily restraining program activities
Liaise with home office support departments on security subcontract procurements, accounting, personnel, publications, travel, and other issues
Use judgment and understanding of Chemonics policies and relevant contract and legal regulations to process consultant expense reports and complete required internal forms
Provide updates on regional security events and trends during check-ins with GHSCO senior vice presidents (SVPs) and maintain sufficient background knowledge to answer ad hoc questions from SVP about trends in each country in the region
Understand, direct, assess and advise on information operations with a focus on threat and risk mitigation
Assess political, socio-economic and security indicators with a view to potential program and staff impact and advise home office leadership accordingly. Support new business efforts through security budget development and RFP security review with a view to providing input into designing appropriate security platforms. Serves as acting manager as needed
Conduct targeted specific qualitative and quantitative research supporting regional operations
Provide emergency support to field offices in the GHSCO
Maintain and expand technical knowledge in safety and security by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies and Chemonics practice networks
Perform other responsibilities as assigned
Qualifications:
Bachelor’s degree or equivalent work experience required; educational focus on international security preferred
Minimum two years experience required; administrative or security management work experience strongly preferred
Experience living or conducting work internationally in high-risk environments preferred
Ability to maintain discretion and work with highly confidential and/or protected information required
Demonstrated ability to communicate clearly and concisely both orally and in writing; strong cross-culture communication and sensitivity skills
Demonstrated ability to handle routine administrative tasks and operational issues
Ability to work in a high-stress environment and multitask with strong attention to detail, organization, and time management
Demonstrated ability to follow standard practices and procedures, receive general instruction and supervision, and contribute to projects and initiatives
Ability to work independently and as part of a team
Strong customer service and interpersonal skills
Demonstrated resourcefulness in problem-solving and initiative to learn new skills
Strong knowledge of MS Office applications including Outlook, Word, Excel, Planner, and PowerBI
Previous experience working in international development and/or living or conducting volunteer work in developing countries preferred
Demonstrated leadership, versatility and integrity
