OVERVIEW OF THE POSITION
The Project for Development of Water Supply Facilities in Dehsabz South Area - Parcel 2.2 (JICA V), funded by the Government of Japan (GoJ) through the Japan International Cooperation Agency (JICA) involves the design review, construction and installation of water supply facilities which are intended to support the planned new Kabul City. The water supply facilities include the following specific project scope components for design review, procurement of construction works, construction supervision, financial management and reporting. Planned construction works outputs include the construction and installation of boreholes (testing and production wells), water treatment and pumping station, water transmission main, elevated water pressure regulating reservoir and principle water distribution main system.
The JICA V Project is seeking a qualified International Structural Engineer to support delivery of the water supply facilities.
The Structural Engineer reports to Project Manager/Deputy Project Manager as her/his primary supervisor. Working as part of the JICA V Team, the Structural Engineer will support the Water Supply Engineer, QA/QC Engineer, Electrical and Mechanical Engineers, Monitoring Engineers, Health and Safety and Community Liaison Officer to supervise the delivery of the water supply facility work package components. The overarching role is to provide technical assistance, guidance and oversight with the implementation of the approved Reinforced Cement Concrete (RCC) structural components of the water supply facility, per the approved designs, along with supporting Capacity Building and Institutional strengthening of the designated CRIDA Engineering team.
He/she will be expected to, but not limited to, perform the following duties and responsibilities:
- Support the review of designs and estimations of all RCC structures;
- Support the review of calculation of quantities, estimation and preparation of Bill of Quantities for all structures;
- Responsible for overseeing, advising and providing technical support on the implementation of works involving large scale vertical and horizontal RCC structures, in particular, the elevated water pressure regulating reservoir, the water treatment and pumping facility, the RCC siphon canal/culvert under the Kabul River and the culvert under Jalalabad Road.
- Support, review and advise on improving existing practices of local contractors and conventional methodology for the implementation of works involving large scale vertical and horizontal RCC structures; make recommendations that will increase efficiency, safety and productivity through good practices and troubleshooting methods;
- Support the review of technical documentation and BoQs for all RCC structures to ensure they are in accordance with established and applicable international standards.
- Advise on the appropriate locations for RCC structure construction.
- Provide support and advice on coordination of the fabrication process, including launching and placing;
- Oversight of QA/QC site visits and materials testing reports to ensure sampling, testing and inspection of materials are carried out regularly and works are implemented in compliance with the approved design technical specifications.
- Support the PM for approval of design changes as deemed necessary;
- Support the capacity building of CRIDA Counterpart Engineers in the implementation of works involving large scale vertical and horizontal RCC structures, construction techniques including good practices, troubleshooting methods and client Health and Safety, Social and Environmental management requirements.
- Provide technical advice and assistance to contractors to ensure that economical and quality materials are purchased.
- Support monitoring and oversight for implementation of works, including site visits as appropriate, providing guidance and developing approaches to enhance outputs and quality of works undertaken.
A. Monitoring and Progress Controls
To provide Technical Assistance, oversight and training/capacity building to help assure:
- Regular technical meetings are held to coordinate RCC structures work, work plans are updated and where necessary corrective actions are implemented.
- Weekly progress meetings are held with the team management for reporting on progress and completion of work streams according to project planning and requirements.
- Submission of daily, weekly and/or monthly progress reports as required.
- Provision of field progress reports as appropriate.
- Technical documentation is to the required approved design/drawings and technical specifications.
CRIDA engineering counterparts demonstrate an increase in capacity and capability.
B. Final Product
To support the implementation and substantial completion of works for the water supply facility:
- Large scale vertical and horizontal RCC structures, drainage structures and protective structures are implemented to expected quality and standards and documented.
- All technical documents (calculations, survey and Geo-tech investigation results and As Build Drawings) are properly archived.
- All designs and construction are in adherence to established and applicable international standards and use of materials is in accordance with technical specifications applicable to the designs and BoQ.
- Specifications are adhered to by the works contractor.
Project Manager / Deputy Project Manager

- Master's degree in Civil Engineering and/or Bachelor's degree in Civil Engineering with additional 2 years of relevant experience maybe considered in lieu of the Advanced University Degree.
- Minimum of 5 years of demonstrable relevant Engineering – Civil experience.
- Minimum of 5 year of experience in Middle East (essential).
- Fluency in English is essential.
• Highly proficient in design software such as AutoCAD, and other structural design software.
• Proven knowledge of large scale RCC structural components and applicable constructability issues on a construction site.
• Working knowledge of MS Office packages (MS Project especially), with advanced Excel skills
• Demonstrated ability to train and build capacity of counterparts
• Proven organisational, negotiation and problem solving skills
• Able and willing to travel to all provinces within Afghanistan, including insecure and volatile areas.
• Able to demonstrate attention to detail and patience
• Ability to overcome challenges and work in difficult work environments/conditions.
