Overview of the position:

  • Our clients DDRR program is a key component of their peacebuilding & stabilization portfolio that aims to increase Somalia’s resilience to destabilizing conditions & build national capacity towards sustained peace. The program aims to contribute to peace & improved security in Somalia through supporting the FGS's national program on the treatment & handling of disengaged combatants & youth at risk (national program).
  • In the absence of a peace agreement & other preconditions usually required for traditional DDR programming, our client has been supporting the FGS in its implementation of the national program through a 4 pillared approach that reframes traditional DDR in terms of DDRR. This context specific & context sensitive approach has been developed & implemented alongside local partners to include the national govt. & regional administrations, to create viable, reliable, gender responsive, transparent & nationally owned legal & operational processes to support exit & reintegration pathways for former associates where sanctioned violent extremist groups are involved. In facilitating the reintegration of former associates within these new contexts, our client works to reduce the risk of recidivism or recruitment into criminal or violent extremist groups by addressing the drivers of conflict & building resilience at the individual & community levels.
  • As part of the support provided in transition centres across 2 districts in Somalia, beneficiaries receive regular psychosocial counselling, skills building, GBV & CRSV services, case management & support with reaching out & reconciling family & community members. Our client is recruiting a consultant to improve & support the maintenance of a comprehensive case management program in 4 transition centres & 5 CBOs in Somalia & assess the current gaps in programming & Case Worker capacity at the centres. The consultant will develop the capacity of Case Workers, other staff at the centres, CBOs & govt. counterparts to implement the program & report on progress. This position will be under the overall supervision of the DDRR Program Coordinator & the direct supervision of DDRR Project Officer (Women, Peace & Security).

Role objective:

  • The Case Management Program Coordinator will closely coordinate with the transition centre staff, CBO's & govt. counterparts from the DRP in the implementation of the case management programme at the transition centres. The Coordinator will work to improve the case management programme, GBV / CRSV services at the centres & CBOs, build capacity of Case Workers at the centres, CBOs & coordinate the case management program through regular oversight, on the job guidance & skills building of staff & counterparts.
  • The Case Management Program Coordinator will further incorporate the provision of regular psychosocial counselling to beneficiaries in groups & 1 on 1 basis as needed. This will include training the Case Workers on the provision of mental health & psychosocial support, provide CMR training & overseeing the counselling process.
  • The position will be based in Mogadishu, with very frequent travel to Kismayo & Baidoa.

Key responsibilities of the Case Management Program Coordinator will include:

Assessment of needs & capacity gaps:

  • The Consultant will assess the needs & capacity gaps in the current case management system with the support of the case management & GBV supervisors for beneficiaries at the transition centres. The services, to be incorporated in a holistic case management system, include psychosocial support, GBV & CRSV counselling, life skills building, recreational activities & support in reaching out & reconciling with family & community members. The case management system will include regular follow up with beneficiaries to assess their needs & progress while in the centre & during their 6 month reintegration period with the CBOs.

Making improvements to the current case management program:

  • The Consultant will make improvements to the current case management program based on his / her assessment & continuous discussions with beneficiaries, centre staff, govt. counterparts & other stakeholders. The program will incorporate the various services currently offered at the centres & include a framework for assessing beneficiary needs, developing individualized care plans where needed & monitoring beneficiary progress & changing needs on a regular basis.

Implementing already existing case management tools:

The Consultant will implement effective case management & reporting formats & tools, to be used by Case Management & GBV Supervisors, Psychosocial Counsellors & Social Workers at the centres & CBOs. This will include, but not be limited to:

  • Reviewing & making improvements as needed to the psychosocial assessment forms (in English & Somali) used during the beneficiaries’ entry into the program & during regular intervals in the course of their rehabilitation & reintegration.
  • Assess their condition & needs at the start of the program.
  • Uptake of various services offered at the centre & outside in the course of the program.
  • Detect individual needs.
  • Develop individualized care plans as needed.
  • Support CRSV assessment & intake.
  • Psychosocial monitoring & CRSV forms to be used by psychosocial staff at the centers & CBOs on a regular basis, to assess the mental wellbeing of beneficiaries & their individual needs.
  • The Case Management Program Coordinator will continue to integrate the case management system with the current M&E system implemented at the centres.

Coordination of the case management program:

The Case Management Program Coordinator will oversee the implementation of the case management program, monitoring its effectiveness, making improvements where needed & providing regular technical guidance in the course of implementation. This will include:

  • Supporting the beneficiaries’ assessment process & development of individual care plans.
  • Weekly & ad hoc reviews of beneficiaries’ progress with the Case Workers.
  • Provision of technical guidance to the Case Management & GBV Supervisors, Case Workers, as well as direct psychosocial counselling to beneficiaries with complicated cases.
  • Regular reporting to DDRR management on the case management program.

Capacity building for the implementation of the case management program:

Implement a series of trainings & capacity building activities with staff at the centres & CBOs including Case Management & GBV Supervisors. This will include, but not be limited to:

  • Provide continuous training on the case management program & associated tools, to ensure successful implementation.
  • Provide technical training & on the job capacity building to staff, this should be done through observation of staff performance, as well as weekly review of successes & challenges encountered.

Perform other relevant tasks as assigned by the DDRR Project Officer.

Project reporting:

  • This position will be under the overall supervision of the DDRR Program Coordinator & the direct supervision of DDRR Project Officer (Women, Peace & Security).

Team management:

  • This has no team management responsibility.

Geographical experience:

  • Minimum of 5 year of experience in Africa (essential).


  • MA in Clinical Social Work / Psychology.


  • Demonstrable experience in clinical social work for a minimum of 5 years, relevant work experience in Somalia is a strong asset.
  • Demonstrable experience in developing & implementing case management programs.
  • Educational background & experience in psychosocial counselling.
  • Experience working with youth & vulnerable groups is a strong asset.
  • Experience in managing team & providing supervision.


  • Knowledge of Somalia, particularly Jubaland & / or South West State, including socioeconomic & political context required.
  • Knowledge of UN programming.
  • Knowledge of UN resource management rules & procedures.


  • For this position, fluency in Somalia & English is required (oral & written) & knowledge of Maay is advantageous.
