Job Description

Chemonics seeks a Contracts manager, to join the Project Development and Support Division. The Contracts Department works closely with regional, project office, and support division staff to provide guidance on regulations and policies to support contract and subcontract management and enhance the impact of Chemonics’ projects worldwide. It develops and disseminates policies, standards, and tools, as well as capacity building and training initiatives. Responsibilities include:

  • In collaboration with other Contract Division staff, respond to regional, field office, support unit, and other corporate requests for assistance, information, and interpretation on a broad range of contractual topics, such as: allowances, contract regulations, procedures and management; subcontracting procedures and management; grants under contracts; and issues concerning cost, pricing, and billing

  • Ensure that staff is in compliance with contract regulations and Chemonics' accounting and personnel policies by reviewing and approving subcontracts, leases, teaming agreements, and other documents, and providing hands-on assistance in their preparation

  • Expand knowledge in primary discipline, demonstrates understanding of the interdisciplinary nature of international development, and applies understanding to problem solving, strategy plans and programming decisions

  • Possess an understanding of project and contract management as well as of USG regulations and guidelines, in order to provide support and guidance in a strategic and problem-solving manner. Maintain knowledge of current USG contract issues


  • Bachelor’s degree or equivalent experience required

  • Minimum 4 years in for-profit contracting environment required

  • Minimum 3 years relevant project management, new business, and supervisory experience required

  • Experience drafting, reviewing, and providing guidance on a wide variety of contract types: fixed price, IQC, cost reimbursement (award fee/fixed fee), performance-based contracts, etc. Knowledge of commercial agreements, construction and/or security agreements a plus

  • Strong familiarity with Federal, USAID, and other Federal agencies’ regulations and policies

  • Strong analytical and decision-making skills. Ability to use logic and reasoning based on a wide range of experience and training to solve moderately complex problems

  • Good interpersonal skills, ability to work independently and in a team

  • Good presentation skills and ability to write and communicate verbally clearly and concisely

  • Attention to detail and strong organizational and prioritization skills

  • Experience living or working in developing countries preferred

  • Ability to travel and work overseas up to 4-8 weeks per year and to consider placement on long-term overseas assignments

  • Ability to travel and work abroad in less developed countries for at least 4 to 8 weeks a year.

  • Demonstrates leadership, versatility, and integrity

  • Fluent English required; French language fluency preferred
