Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.


Conflict in Myanmar have forced roughly 850,000 Rohingya refugees to flee across the border with Bangladesh where they now live in a series of sprawling refugee camps in Cox’s Bazar. In 2020 since the COVID-19 pandemic began, there has been an increase in the number of Rohingya refugees moving from Bangladesh and Myanmar, towards other countries in Southeast Asia. High population density, a lack of knowledge about COVID-19 and a lack of access to water, sanitation, and hygiene in settlements have exacerbated the risks among Rohingya refugees and migrants.

Under the project funded by the European Civil Protection and Humanitarian Aid Operations (ECHO), IOM in Indonesia, Malaysia and Thailand, in coordination with the IOM Regional Office for Asia and the Pacific (ROAP), will produce data analysis reports on the risks and vulnerabilities of Rohingya refugees and migrants. The data analysis will focus on the drivers of migration, methods of migration including the channels to arrange travel and finances, challenges and risks Rohingya refugees face throughout the migration journey, response measures by governments, and living conditions before, during and after migration, experiences with xenophobia, and lack of protection safeguards and access to services.


The successful candidate will have the following duties and responsibilities:

  1. Review and finalize key research questions, survey and methodology for interviews and data analysis, including qualitative and quantitative data collection tools.

  2. Perform desk research in English on existing literature and data on push and pull factors for Rohingya migrant and refugee movement in the region, as well as the risks, heightened challenges including from COVID-19 and institutional responses and safeguards.

  3. Carry out extensive data analysis based on interviews with beneficiaries and relevant counterparts by disaggregating and organizing complex, open-ended survey responses.

  4. Consolidate and identify existing and potential future protection risks resulting from maritime and land movements, including those exacerbated by COVID-19.

  5. Assess how government institutions are providing safeguards to beneficiaries upon apprehension and detention, as well as protection gaps.

  6. In coordination with Information Management Officer, work with Regional Office for Asia and the Pacific and missions in Thailand, Indonesia and Malaysia to translate data analysis into final report on risks and vulnerabilities of Rohingya movements.

  7. Provide regular updates to EPC Unit on data collection and analysis; incorporate feedback in a timely manner.

  8. Undertake travel duties as required in order to support collect data from key informants;

  9. Attend relevant national and regional meetings if required; and

  10. Perform such other duties as may be assigned.

  • Master’s degree in Social and Political Sciences, Business Administration, Data Science, Information Technology or a related field from an accredited academic institution; or

  • University degree in the above fields with five years of relevant professional experience.

  • Experience in mixed migration analyses, root causes and drivers;

  • Experience in data collection, research, and report writing;

  • Experience in statistical analysis (R, Python, STATA, SPSS, etc) and relational databases is an advantage;

  • Experience in the development and analysis of population databases is a distinct advantage.

  • Experience interpreting/analysing government and central bank produced data and statistics’

  • Experience working with specialized international agencies; and

  • Working experience in the Asia & Pacific region.
