About the job
• Under the supervision of the Area Programme Manager (APM), the Economic Recovery PM is responsible for the planning, implementation and follow up of the EcRec grants in the assigned area covering all aspects of project cycle management.
• In close coordination with the EcRec Technical Coordinator and APM, the EcRec PM contributes to the development and implementation of DRC’s sector strategy in Iraq, as well as the harmonization and rollout of tools and guidelines
• The EcRec PM contributes to the fulfilment of the aims and objectives of DRC’s presence in Iraq.
• The EcRec PM is responsible to build the capacity of project staff and transfer key organizational and technical skills in line with nationalization strategy.
• Actively participate and contribute to grant opening, grant reviews, and close-out meetings.

1. Program Implementation
• Responsible for ensuring on time, on budget implementation of grants including meeting donor targets (activity and budget), ensuring donor compliant implementation. supervising quality and troubleshooting.
• Produce and regularly update the Project Management Tool (PMT) including Detailed Implementation Plans (DIPs). Plans should set out future activity and track progress to date on outputs and activities
• Conduct regular field visits to key sites to ensure technical quality and adherence to key standards and processes
• Maintain close communications with colleagues in (a) other sectors, (b) Area Office management, (c) Country Office technical supervision, and (d) support office (Finance, HR, Supply Chain) regarding challenges and opportunities
• Prepare high quality and timely narrative reporting for donors, check this reporting against area financial reports, liaise with technical coordinators for quality assurance and feed into checking of financial reports for accuracy.
• Develop procurement plans and liaise with relevant support departments to ensure that activities are carried out according to plan, including participation in supply chain processes and ensuring goods are in line with programmatic standards
• Complete and regularly update budget forecasts for project activities and staffing, and monitor budget vs actual on a regular basis. Manage expenditure and take timely corrective action to prevent over and under expenditure
• Maintain oNGOing communication with Safety regarding relevant contextual developments and incident reporting
• Support integration of EcRec interventions with other core sectors in the framework of an area-based approach, ensuring close collaboration between field teams.
• Establish and regularly update the MEAL plan, including (a) ensuring appropriate indicator and quality tracking (both quantitative and qualitative) and (b) working closely with MEAL to put in place accountability mechanisms
• Identify opportunities and material to contribute to communications work, and support facilitation of media visits.
• Capture lessons learnt through MEAL, document success stories and replicate best practices in on-going and future grants.

2. Program Team Management
• Recruit and line manage (including conducting appraisals performance management and providing instructions to HR around contract amendments and termination) project staff.
• Provide regular constructive feedback to direct reports, following DRC’s Performance management procedures, and support direct reports in performance management of their team members
• Assess training and development needs within the livelihoods team, develop a capacity building plan and implement the plan, in line with DRC Iraq nationalization policy and guidelines
• Liaise with line and technical management as necessary and relevant regarding team performance

3. Program Design
• Work closely with Technical Coordinators and line manager on identification of needs of communities and gaps in economic recovery services within DRC’s areas of intervention
• Provide technical input into the development (and implementation) of relevant SOPs and technical standards
• In coordination with the APM/AM, contribute to the Area level program strategy and to the establishment of sector-based log frames and targets
• Work with the Technical Coordinator to develop innovative approaches to increase access to economic recovery services for targeted communities
• Participate in proposal development process providing field specific context analysis, technical sector specific analysis, beneficiary information, feedback on the concept proposing activities and costing at field level in line with Log Frames.
• In coordination with MEAL, provide inputs to tools and use the tools for data collection including indicator tracking tables
• Support in designing of market assessment, mapping, and analysis

4. Coordination and Representation
• Engage in donor visits in close coordination with the country office donor focal points and the Area Office management
• Ensure DRC’s work is coordinated with other agencies, ensuring specific needs of vulnerable communities are addressed
• Work with DRC’s Coordination office regarding rollout of new partnership policies and guidelines, as well as any global frameworks that may be established
• Engage with sub-national clusters/forums/working groups as necessary and relevant
• Feed into national clusters through Technical Coordinators, regarding context, needs and possibilities for coordination.

5. Other
• Ensure respect of DRCs’sCode of Conduct and zero tolerance policy of Sexual Exploitation and Abuse (SEA), humanitarian principles and contribute to Protection and Age, Gender, Diversity (AGD) mainstreaming in DRC programming
• Undertake any other duties that may be assigned by the Line Manager;

About you
Experience and technical competencies:
• Minimum 5 years of economic recovery/cash & livelihoods experience from a (senior level) project management position in humanitarian and/or early recovery context
• Experience in managing rural and urban economic recovery programming, including the operation of community centers, the disbursement of business grants and job placement/apprenticeship activity.
• Experience in establishing vocational training programs and community-driven interventions is preferred
• Versed in market assessment and analysis approaches
• Demonstrated experience managing large teams and supporting capacity building of national staff.
• Experience in remote management

University degree in Social Science, Agriculture, Economics, Business Administration, or related field; significant proven field experience may be accepted in lieu)


  • Proficiency in spoken and written English is essential.
  • Arabic language skills are considered an advantage.
