Job Description


The Finance Director shares in the overall responsibility for the direction and coordination of the Country Office (CO). The Finance Director in his/her capacity is responsible for overseeing the financial services. This position is seen as a strategic partner, with a focus on ensuring accountability, coordinating planning and budgeting processes, providing accurate financial data, analysis and advice, and developing financial strategy that best serves the CO strategic and programmatic objectives. The incumbent is responsible for finance administration, fiscal management, financial reporting and financial support of all CO teams, in both emergency and development programming contexts.

In the event of an emergency situation, flexibility is expected from the position holder to work outside of their usual job description and to be able to adapt to required tasks and schedules as needed.


CFD's must make sure that main policies and procedures are well understood; accountability is clear, and that processes are sufficiently robust to meet standards on an oNGOing basis and as per month end timetables. This involves carrying out proper management review of reported results and checking the operation of key accounting controls.
Support the Country Director (CD) in the management of the Country Office resources (capital office and sub-offices) including (a) the formulation of country work program and resource allocation, (b) providing effective support and guidance to the Senior Management Team and other key program staff during planning and allocation exercises; (c) monitoring implementation of donor agreements and resource utilization. Highlight variances, provide analysis and recommendations.
Provide cost analysis, promote benchmarks and make recommendations for effective resource utilization at all levels
Provide a source of verification of budget information in new proposals under Development
Ensure budget holders understand their responsibilities (e.g., through training) and ways to carry out their financial responsibilities.
Ensure field offices receive adequate support to operate efficient accounting systems, including timely receipt of monthly budget variance analysis by budget holders, timely answers to queries and scheduling tasks and deadlines.
Other responsibilities required for the line manager


7 years management experience in a corporate, UN or an INGO environment, of which three at a senior management level within the finance department of an international organization or business.
Certified Public Accountant (CPA) or equivalent degree.
Strong oral and written English language skills.
Excellent understanding of business and financial planning including strategic modelling.
Excellent analytical skills - the ability to analyse complex financial data and design and produce effective management information.
Excellent experience of budgeting and budget management.
Excellent understanding of financial systems and procedures.
Strong business acumen and the ability to contribute to strategic decisions.
Excellent experience of computerised accounts packages, Excel, PowerPoint and Word
