Due to the current situation in countries, there are significant monitoring and reporting needs to ensure standardized, real-time data collection and analysis. Within the context of the inter-agency humanitarian response and the cluster approach, GNC is leading the clusters to have nutrition online system.

Global nutrition cluster focuses on strengthening the Humanitarian Performance Monitoring system and the development of monitoring capacity of the main implementing partners with the increasing need of centralizing information, to be easily available and be used for analysis and decision making. Also, Conduct a review of the current landscape of the nutrition case management systems (in emergency and development contexts) at government and partner level and propose a way forward with the case management in emergencies, linked to the national reporting systems

To establish the centralized information management platform, it is found that DHIS2 would be the most appropriate tool to be used, which Information Management Officers task forces expressed their desire to use it and adapt it for their information management needs.

DHIS2 is a free, open-source software for national health management information systems (HMIS) used to collate and report on data from health information systems in many countries and increasingly used for nutrition programme reporting as well. DHIS2 is a flexible, web-based, scalable platform enabling data entry, management, validation, analysis and visualization of aggregate and individual- level data. The software has been field-tested and continuously improved for the past 15 years. As of 2017 DHIS2 has been implemented in over 60 low-income and middle-income countries (LMIC) and has become the HMIS software of choice in many contexts.


The following is an initial list of activities identified by the GNC for IM support. It is not an exhaustive list and will certainly grow as the IMO settles into the GNC:

● Conduct a review of the current landscape of the nutrition case management information management systems being used (in emergency and development contexts) at government and partner level and propose a way forward with information systems for case management in emergencies, linked to the national reporting systems. Note: Most countries report data as aggregate

data using Excel templates or Activity Info while what GNC wants countries to be able to do is to record and track each child with her/his mother for both SAM and especially for CMAM during the period of treatment. The case management approach will let them store information about individuals and track these individuals over time using a flexible set of identifiers. This case management system will let them configure SMS-reminders, track missed appointments and generate visit schedules for practitioners. And, to document an individual as a defaulter so further action can be taken to bring her/him back into the treatment regime.

This first step will be to conduct a desk review of all available evidence, reviews and analyses; however, this is usually limited to the CMAM programs. The current project will directly look at the whole NiE (Nutrition in Emergency) reporting system, that is beyond case management for CMAM. It will review all additional systems that are not covered by the existing reviews and based on this, would develop a solution for the NiE reporting for clusters/sectors. This will be done under the coordination of the GNC-Coordination Team (CT) and will provide a direct link to all coordination mechanisms supported by the GNC. It is envisioned that the iMMAP IMO will be seconded to the GNC under the SBP to fully benefit from the linkages with the countries and the vision of the GNC at the global level.

● In consultation with the cluster coordinators and partners develop data dissemination and communication platforms or solutions for the nutrition clusters with pre-defined visualization templates. While there are similarities in proposed activities to work already underway in the GNC, the GNC Coordinator has requested that iMMAP provide additional support to help them develop and standardize systems during the next year.

● Develop a Humanitarian Exchange Language for NiE to standardize data comparison among countries. The current HelpDesk is answering specific requests from Cluster/Sub-Cluster and national IMOs, it is not collecting, reviewing and setting global norms/standards/tools – an example is pre- defined visualization - so that the ‘standard’ can be reused by many others. The communication platform (GNC website) and GNC Style Guide are established and will shortly be published. pre-defined visualization needs to be linked with the platform.

● Conduct a review of the current national NiE reporting systems and develop a solution to automatically link them to the cloud platform accessible by the regional and global level.

While the first four points above focus on the support provided directly to improve the country reporting and analysis system, this point is about developing and having a solution at global and regional level to access this country-level data. Moreover, the first bullet point is about the review of the country solutions that are already using case management – as a basis for a newly developed system; while this one is reviewing all countries with NiE reporting – to see how to implement the case management system.


Language Proficiency

Working knowledge of English and knowledge of another official UN language (with working-level proficiency in French, Spanish or Arabic desirable).

● Delivers optimal within defined resource parameters, correctly applies knowledge of specialized disciplines, anticipates and prepares response to changing needs of the relevant organizational unit, delivers on set objectives in hardship situations;

Technical Competencies:

● Understands key technical issues for the cluster sufficiently well enough to be able to engage

with cluster participants and understand their cluster-specific information management needs

● Five years’ experience in DHIS 2 technical and configuration, including data analysis and management, customization;

● Excellent knowledge of MS Excel and HXL

● Proven skills in using GIS and map-making packages such as ArcGIS, QGIS, Adobe creative suite, PowerBI or Tableau for mapping and dashboard

Education and Professional Background:

● Completed Master's degree from an accredited academic institution preferably in Computer Science or any discipline related to Information Management from an accredited academic institution or equal experience;

● Minimum of five professional experience in software development an Information Management, including minimum two to three years of experience in the emergency humanitarian operations;

● Knowledge of cluster approach, UN System, and NGO humanitarian community

● DHIS2 certificates
