Job Description

The Head of Operations position will be responsible for managing and oversee the Area Offices, offloading the Country Director in managing complex country operations. The position holder will be a member of the Country Management Group (CMG) and will act for the Country Director.

Generic responsibilities

  • Act as the primary focal point for all matters relating to Area Offices
  • Be accountable for Area Offices and Beirut Emergency Response, including line management, operations, strategy, programme implementation, external representation, and advocacy
  • Be accountable for control and oversight of Area Offices and oversight of resource mobilisation
  • Represent NRC and maintain good working relations with authorities, donors and partners at country and area levels
  • Contribute to the development and execution of country strategy in line with overall NRC strategic direction
  • Ensure compliance with and adherence to NRC policies, guidance and procedures
  • Support and ensure the development and implementation of safety and security policies in Area Offices
  • Support on system development and ensuring each Area Office has a strategy for national staff and development
  • Promote the rights of displaced populations (IDP’s/returnees) in line with the advocacy strategy
  • Oversee and be responsible of mainstreaming protection guidelines in the NRC’s related activities as per NRC’s Protection mainstreaming guidelines and ensures that all breaches/concerns reported are properly resolved.

Specific responsibilities

  • Ensure that the Country Director is fully updated in a timely manner on Area Office strategies, plans, operations, programme implementation, issues and advocacy
  • Act as primary link between Area Offices and other members of the Country Management Group
  • Responsible for implementation and adherence to NRC generic governing structures and systems in country, incl. transparent decision-making processes, timely and adequate flow of information and management meetings
  • Responsible for implementation of coordination mechanisms between Area Managers and their Offices and analysis and harmonization where needed of systems and tools between Area Offices
  • Responsible for development of an access strategy in coordination with Health, Safety, and Security department, Area Managers and Country Director
  • Contribute to the development and execution of country strategy as a Country Management Group member.
  • Accountable for cost efficiency in Area Offices to ensure maximum impact through programmatic delivery
  • Act for the Country Director when needed, with delegated responsibility (with all mandates, responsibilities and decision rights)

  • Minimum 7 years’ experience working as a Deputy Country Director or Country Director in humanitarian/recovery context including significant direct experience in implementation of programmes and operations.

  • Documented and proven results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

Context/ Specific skills, knowledge and experience:

  • Knowledge of the context in the Middle East
  • Knowledge of Arabic is an advantage
  • Strong knowledge and experience of NRC systems is an advantage
  • Experience with organisational development, governance and control mechanisms
