TITLE: Migrant Education Project Coordinator

TEAM/PROGRAMMES: Migrant Education Portfolio (REACT, IMPACT and SC Johnson Ready to Learn)

LOCATION: Mae Sot Office with frequent travel to border areas and Ranong Province

CONTRACT LENGTH: Fixed term contract for 1 year with possibility to extend

ROLE PURPOSE:

Save the Children has been supporting education for migrant children in Thailand since 2014 and is positioned as the lead agency promoting migrant children’s right to education in Thailand. Two of the existing migrant education programs include the REACHING EDUCATION FOR ALL CHILDREN IN THAILAND (REACT) Phase II Project and the Expanding IMPROVING MIGRANT PROTECTION AND ASSISTANCE FOR CHILDREN THAILAND (IMPACT). The goal of REACT II is to contribute to Thailand’s achievement of Education for All (EFA) through improving access to quality basic education for migrant children (aged 6 – 18 years) in Tak and Ranong Provinces. To achieve the goal, the REACT II project is to achieve on 3 inter connected outcomes. First, we will improve migrant children’s access to Thai government schools and NFE programs. Second, we will improve migrant children’s learning outcomes by expanding the successful Thai as a Second Language (TSL) program; and improving the teaching competencies of Migrant Learning Centre (MLC) teachers. Third, we will mobilise and support local education stakeholder networks in Ranong, Tak and at the central (Bangkok) level to achieve policy changes that supports migrant children’s access to quality education in Thailand. This will be achieved through advocacy at national and regional level, using evidence on effective approaches (TSL, NFE) to supporting migrant children’s access to quality education rights and building options for government investment to integrate and scale up these approaches in cross-border areas where migrant children are prevalent. The goal of the Expanding-IMPACT project is similar but includes a protection component along with an education component. Specifically, the Expanding-IMPACT project aims to increase access to child protection services and to primary and early childhood education for migrant children living in rural and urban areas on the Thai-Myanmar program by collaborating with the government, local stakeholders, and community. In this role, the Migrant Education Coordinator will coordinate with the Expanding IMPACT Project Coordinator to oversee the education activities of the Expanding-IMPACT project.

KEY AREAS OF ACCOUNTABILITY:

In line with Save the Children’s dual mandate, these key areas of accountability apply to work in emergencies and in development settings.

Project Management

· Responsible for the overall migrant education project management, implementation of the project and for overseeing administration, accounting, procurement staffing and partner issues related to the project.

· Oversee project expenditure and hold budget management responsibility for the project, including monitoring budget vs expenditure, ensuring that costs are allocated correctly and expenditure is happening in line with the plan.

· Lead on developing and revising the migrant education project planning and management tools on timely basis.

· Work closely with thematic advisors (Education and Protection Technical Advisor) to ensure quality implementation and meet Child Safeguarding and Child Safety Programming standards.

· Coordinate the planning, implementation, monitoring and evaluation of migrant education initiatives and activities in accordance with project design and plans as agreed with Education Technical Advisor with support from MEAL Coordinator

· Coordinate the planning, implementation, monitoring and evaluation of migrant education initiatives and activities with the IMPACT project coordinators to ensure the alignment of activities design and work plan and to streamline the communication with partners.

· Effectively monitor the project progress through the regular data collection and analysis of progress on key indicators and ensure that processes and results are systematically documented and tracked.

· Ensure that lessons learnt and success stories from the project are effectively documented and shared.

· Ensure that internal and external reporting requirements are met, including donor reports and donor compliance, in line with the required format and with review and input from the thematic advisors.

· Input into the development and review of Save the Children’s strategic planning and education strategy framework.

· Participation various country management processes: Country Strategic Plan, Emergency Preparedness Plan, Emergency Response Team, Contingency Planning for Education and Protection Continuity, etc.

· Ensure effective communication between migrant education projects and other education programmes within Save the Children Thailand.

· Ensures quality and eligible grant management through regular support to local partners, monitoring of project delivery and quality, as well as donor compliance

· Liaises with Finance Manager, Award Manager and other support teams in BvA monitoring and alert the supervisor and the Education Technical Advisor on emerging grant concerns

· Provide inputs on relevant proposal designs and budgets relevant to migrant education.

Staff management:

· Manage the REACT project team; define expectations, provide leadership and coordination across projects.

· Develop and update job descriptions which clearly define the roles and responsibilities of the Project Officer and Project Assistant.

· Liaison with Child Safeguarding Coordinator/Focal Point to ensure that staff and relevant partners received training on Save the Children policies, procedures and guidelines such as: Child Safeguarding, Gender Equity and Anti-Fraud.

· Conduct regular staff one-to-one meeting and quarterly participatory appraisals to assess performance and development of staffs under his/her supervision.

· Incorporate staff development strategies and Performance Management Systems into team building process.

· Encourage a culture of learning, creativity, innovation, and responsibility that achieves results and meets the needs of the beneficiary communities.

· Coordinate with the Education Technical Advisor to provide strategic direction to the project staffs and partners in line with Save the Children’s education strategy.

· Coordinate with the Senior Field Coordinator and the Education Technical Advisor to provide timely and effective responses to program challenges reported by staff.

Partnership Management and Support:

· Lead on Partnership Assessment and sub-award agreement process drawing in departmental leads as relevant.

· Lead the capacity building and support planning for partners, including what is within the partnership assessment and capacity plan.

· Maintain good relations by ensuring the programmatic support to the sub-awarded partners on grant management through ensuring cost-effectiveness of the sub-award, budget revision, timely and quality reporting, active communication and branding, as well as ensuring eligibilities to donors’ requirements

· Coordinate with the Finance, Award and Support Services teams to provide technical support to partners on the sub-award agreement and compliances. Make sure that the project implementing partners are followed through with Save the Children standard in finance and logistics management. Timely funding transfer to partners is to be ensured, unless circumstances ceased.

· Provide needed support to the sub-awarded partners and government stakeholders to develop and revise their implementation plans and budget and submit to Education Technical Advisor for review.

· Conduct regular coordination and collaboration meetings with implementing partners; and facilitate and implement organizational development plans with local partners.

· Coordinate with the MEAL Coordinator to work with implementing partners to collate good practices and evidence for advocacy plan

Monitoring, Evaluation, Accountability, and Learning:

· Monitor and evaluate the project activities in line with the internal MEAL plan and in coordination with others (i.e. IMPACT Project Coordinator).

· Review and provide input into quality benchmarks (minimum standards and standard process) and ensure their use in monitoring project activities.

· Ensure timely and quality planning and reporting of activities to the Education Technical Advisor, Senior Field Coordinator, and donors in line with internal requirements.

· Provide support to the sub-awarded partners to monitor outcomes and results of the project through regular field monitoring, quarterly meetings, and regular communications with the partners

· Write donor reports based on monthly and quarter reports collected from Project staff and project implementing partners for timely submission to the Education Technical Advisor.

· Attend meetings with the Education Technical Advisor to update progress of project and receive guidance on technical aspects, at least once per month

· With support from the Field Coordinator and Technical Advisor, lead on the ToR development and consultancy request of evaluation/baseline studies which includes scope of work, objectives, budget availability and time frame.

· To maximize continuous learning, ensure timely and quality documentation of project activities, including collection of case studies, documenting of lessons learned, best practices and challenges in accordance with requirements agreed with the Education Technical Advisor

· Ensures beneficiary and partner feedback is incorporated into programme design, planning and learning, and is functioning effectively**

Representation, Advocacy and Communications:

· Represent Save the Children in a professional manner; and lead on relevant policy advocacy initiatives integrated within the migrant education portfolio with support from the Advocacy Communication Campaigns and Media team.

· Liaise with other migrant education stakeholders, including schools, local leaders, and partners and participate in relevant meetings.

· Coordinate with other migrant education implementing partners to ensure the sharing of knowledge, learning and resources

· Collaborate with other team members across to ensure synergies and consistency in our programming approaches. including, in particular Child Protection teams

· Represent programming with local government, NGOs, communities and within Save the Children as appropriate including regular participation in migrant education stakeholder working groups and meetings.

General:

· Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

· Reduces vulnerability by complying with safety and security protocols set by the organisation

QUALIFICATIONS

· Thai Nationality

· University degree in one of the disciplines relevant to the following areas: Education, Economics, Social Sciences, or a field (s) relevant to international development assistance or humanitarian work.

· Good understanding on Migrant Education and Child Protection issues in Thailand with sound knowledge of international standard of child rights and child protection

· Minimum 5-7 years of professional work experience at national and international level in relevant Education programmes

EXPERIENCE AND SKILLS

Essential

· Experience in education, capacity building and training

· Fluency in Thai and English required

· Strong verbal and written English skills

· Strong interpersonal skills the ability to work collaboratively with others

· Strong program management skills including budgeting

· Strong computer skills (MS Office, including Outlook for email)

· Relevant skills and experience in monitoring implementation and reporting on progress.

Desirable

· Master’s degree in a relevant discipline is desirable.

· Experience and expertise in migrant education highly desirable, particularly in teacher professional development and/or early grade reading and numeracy

· Fluency in Burmese is desirable

· Experience in child safeguarding and protection

· Experience working and coordinating with partners

· Background in Emergency programme is an asset.

· Experience working in an international development organization is an asset.

· Understanding humanitarian contexts and application of humanitarian principle
