Job Description

Chemonics seeks a full-time monitoring and evaluation (M&E) specialist for its Syria Regional Program, which aims to help build a moderate, inclusive, and stable Syria. The M&E specialist will be responsible for assisting in the development of the project’s M&E systems, ensuring appropriate data capture, and reviewing the collection of data and quality of reports on the Syrian context. He or she will consolidate findings, produce reports, and incorporate M&E priorities into activities. Responsibilities include:

  • Contribute to data analysis and impact assessments and contribute to the design of M&E plans, working with the M&E manager
  • Assist program development officers and others to draft or review Activity Database entries regarding activity development and develop M&E plans on an activity-by-activity basis
  • Edit and/or assist other project staff in drafting impact and results summaries for active grants and/or other reporting
  • Assist program staff, and grantees if necessary, with report preparation to ensure that reports capture results and impact, not only volume of activity
  • Conduct periodic site visits and attend grantee events and activities to collect data for M&E and document field trips in the database and through photographs, focus groups discussions, observations, stakeholder meetings, etc.
  • Support development of data collection tools for preliminary profiling and impact assessments
  • Organize scheduling and logistics of field data collection
  • Assist M&E manager with the collection of political and security data for geographic areas targeted by the project and triangulate information from different sources
  • Liaise with relevant staff to ensure the consistency of qualitative information being collected and captured for database entries


  • Bachelor’s degree in a relevant field required
  • Three to five years of demonstrated experience in M&E and in the analysis of and reporting on program impact and implementation highly desired
  • Strong organizational, management, and administrative skills
  • Experience with gathering and analyzing data for the purposes of project or activity implementation strongly preferred
  • Flexibility, creativity, and the ability to maintain a rapid and demanding pace of work required
  • An up-to-date understanding and knowledge of the political environment and social conditions in Syria
  • Experience with and/or good understanding of international organizations preferred
  • Ability/willingness to travel throughout liberated areas in Syria required
  • Ability to work in a professional and cordial manner with fellow staff members, visitors, partner institutions (including international and local NGOs), governmental entities, support organizations, and the public
  • Ability to work independently with minimal supervision, to prioritize multiple work assignments, to meet deadlines, and to exercise good professional judgment that communicates the Syria Regional Program’s established message
  • Knowledge of geographic information systems, mapping, and geographical data operations desirable
  • Working proficiency in Microsoft Office, particularly Word and Excel
  • Must have current work authorization (blue card or equivalent) in Germany and be authorized to work
  • Fluent written and spoken English and Arabic required
  • Demonstrated leadership, versatility, and integrity
