IREX is currently seeking a monitoring, evaluation and learning (MEL) technical advisor (TA). This position will join a small, growing team of other MEL TAs who provide technical support to program teams in all five practice areas in IREX’s Global Programs Unit. This position will provide high-quality, robust technical assistance and capacity building to the program teams throughout the project cycle, including pre-award assessment, analysis and proposal design as well as post-award monitoring, learning and evaluation. Interested candidates should have experience with a broad range of MEL approaches, methods and tools as well as a passion for applying that experience to generate an evidence base to assure program quality and technical excellence.

Your Background & Skills- Required

  • Graduate Degree in international development, economics, political science, sociology, anthropology, media/communications, business administration, education, or another relevant field;
  • 7+ years of progressive job experience supporting or managing monitoring and evaluation (and/or data management);
  • Demonstrated ability to apply program theory-based approach to program design, monitoring, evaluation and learning for programs;
  • Demonstrated knowledge of social science research methods; e.g., survey design, statistics, and data analysis;
  • Demonstrated experience with carrying out various types of evaluations – e.g., formative, summative, developmental, impact, etc.
  • Demonstrated experience with coding, cleaning, analyzing and visualizing data, as well as relevant software;
  • Exceptional communication and collaboration skills and a proven track record of working effectively with diverse stakeholders – donors, partners, participants, etc.;
  • Proficiency with Microsoft Office Suite and familiarity with social science statistical software packages – e.g., R, STATA, SAS, SPSS, etc.;
  • Availability for periodic short-term travel, internationally or domestically, as required by program location;
  • Professional interpersonal and communication skills in English (written and oral), including a demonstrated ability to convey assessment, monitoring, evaluation and learning concepts to program staff and in-country partners; and
  • You must have unrestricted authorization to work in the United States.

Your Background & Skills- Preferred

  • Progressive years of sector specific expertise within one of IREX’s key practice areas;
  • Experience supporting or managing monitoring and evaluation (and/or data management) in USG-funded international development or exchange programs;
  • Knowledge of MEL guidance from donor organizations; e.g., USAID ADS, Dept. of State Evaluation Policy;
  • Demonstrated experience with evaluating international development programs, including quantitative and qualitative data collection and analysis;
  • Experience with Gender and Social Inclusion initiatives/inclusive evaluation tools, techniques, and practices;
  • Experience with political-economic assessment and evaluation tools, techniques, and practices.
  • Experience with specific data analysis or visualization software (e.g.: Dedoose, Nvivo, Salesforce, Survey Monkey, Mailchimp, Jotform, Oba, Power BI, Tableau, Google Data studio, etc.); and
  • Fluency in Arabic, Russian, Spanish, or French.

Your Daily Tasks

  • Lead writing of MEL plans, evaluation designs, research reports, and other products as assigned
  • Support project teams in managing program MEL plans and ensuring timely, accurate, and thoughtful completion of deliverables.
  • Track progress on program indicators, including monitoring and evaluating, organizational capacity building, media content analysis monitoring, social media analytics, participant self-assessment, and consultant reports;
  • Track output and outcome indicators to write implementation progress reports and briefings on recommendations to improve program performance;
  • Propose evidence-based solutions to implementation obstacles in the field or in DC;
  • Develop and oversee the development of program material, including evaluations, assessments, and research;
  • Draft complex documents, including program progress reports, midterm and end-of-project evaluations; and
  • Maintain effective relations and coordination with donors, academic and program consortium partners, and technical experts
  • Provide technical support, mentoring, or training to program staff to ensure effective management of division’s programs to monitor and evaluate results;
  • Advise staff in MEL framework design and implementation, incorporating adult learning and problem-based learning to build staff capacity in HQ and the field;
  • Work with program staff to design indicators and data collection tools in line with MEL plans, including needs and contextual assessments, organizational capacity building monitoring, knowledge and skills-based assessments, participant competencies, reform tracking, and tools to evaluate program impacts such as attitudinal and behavioral change;
  • Develop M&E manuals, training materials and other resources;
  • Participate in efforts to capture divisional program data and disseminate results, best practices and lessons learned from the division’s program portfolio, including preparing and presenting communication materials on evaluation efforts including blog posts, articles, and presentations;
  • Provide updates to the division on new reports, studies and/or trends in international media development that are in line with individual practice area priorities;
  • Track emerging trends and concepts in MEL in international development, specifically as it relates to IREX’s 5 practice areas (Youth, Leadership, Information and Media, Education, and Communities and Governance);
  • Contribute to new business development efforts, including assessments, technical design and proposal writing.
  • Track and communicate about costs for MEL activities as requested by project teams.
  • Design, manage and lead assessment, monitoring, evaluation and learning (MEL) of projects and initiatives.
  • Conduct impact evaluations, skill assessments, training evaluations, social network analyses and internal program evaluations using (as needed, a mixture) of qualitative and quantitative methods;
  • Design surveys, data collection tools and instruments, deploy them, and manage beneficiary evaluative data;
  • Analyze data to determine trends and visualize results to promote utilization of key findings;
  • Facilitate development of evidence-based program-level and component-level theories of change and results frameworks;
  • Assess data quality for IREX programs to inform adaptative management decision-making;
  • Facilitate design and implementation of program- and practice-level learning agendas
  • Create presentations and dashboards linking M&E data sources to visualize technical support and results; and
  • Support content for social media, website, one-pagers and other forums
