Program Description:

We seek qualified candidates for the position of Monitoring, Evaluation, Research and Learning Director to support the upcoming USAID Women’s Empowerment activity, which aims to assist Government of Egypt efforts to promote women economic empowerment, combat gender-based violence and trafficking in persons, including combating the sexual exploitation of girls in the form of early child and seasonal marriages. This activity will expand services for victims of gender-based violence and trafficking; help women entrepreneurs; bolster policy and legal framework support efforts, and promote community awareness-raising activities to reduce public acceptance of early child and seasonal marriages. This position will be based in Egypt and Egyptian nationals are encouraged to apply. Employment is contingent upon the award of the Women’s Empowerment activity to FHI 360, as well as USAID approval of the finalist.

Responsibilities:

  • Design and develop the project MEL system including establishing a learning agenda, refining indicators, setting targets for all indicators, planning of all necessary data collection and analysis.
  • Oversee and directly contribute to the development and implementation of M&E tools and systems to improve ability to collect, interpret and aggregate data that track tangible, measurable progress toward project results and the attainment of project objectives.
  • Support data analysis and use data to promote evidence-based programming and provide timely feedback in relation to project targets, work plan activities and objectives, and address gaps in programming.

  • Develop and adapt M&E tools to meet program needs, which may include pre- and post- tests, observation tools, and baseline, midterm, and endline survey instruments.

  • Liaise with the USAID Mission on the design of M&E tools and on modifications to M&E system.

  • Liaise with and support appropriate Government ministries to ensure program activities are aligned, integrated, and owned by them.

  • Oversee one or more M&E officers and provide training to staff, primary stakeholders, and implementing partners on M&E components in project design; such as monitoring plan, assessments, reviews, surveys and evaluations.

  • Oversee the application of Collaborating, Learning, and Adapting (CLA) principles to inform program implementation and management.

  • Design program learning plan; engage staff, government, partners, USAID, and other key stakeholders in identifying project learning opportunities.
  • Work with senior management and project staff to ensure that project learnings are applied, and project activities are adapted, as needed, for innovative and effective programming.
  • Oversee the publication and dissemination of information on successful and promising approaches, lessons learned and other program results to program partners, donors, Government of Egypt counterparts, and other key stakeholders.

  • Provide high quality and timely submission of all required project reports, including documentation of success stories, analysis of data for indicator calculation, summary of learning agenda findings, etc.

  • Collaborate closely with counterparts from FHI 360’s HQ offices in all aspects listed above.

Qualifications:

  • Master's degree or its international equivalent in social science, management, international development, monitoring and evaluation, or a related field.
  • 8 + years of professional work experience, assuming increasing responsibilities and management functions in monitoring evaluation and learning.
  • Experience managing and executing monitoring and evaluation activities for donor-funded programs, including experience leading monitoring and evaluation teams in large international development programs and prior experience conducting quantitative and qualitative research in field-based positions.
  • Demonstrated ability to use monitoring and evaluation findings to inform adjustments to program in order to maximize project effectiveness.
  • Demonstrated understanding of collaboration, learning, and adapting (CLA), adaptive management and USAID evaluation policy and reporting guidelines required.
  • Knowledge of research, evaluation and learning methods, including qualitative, quantitative, mixed-methods, and impact data collection and analysis.
  • Understanding of gender equality and social inclusion indicators and disaggregation methods.
  • Experience working on programs focused on gender equality, workforce development, and inclusive decision-making preferred.
  • Experience coordinating with governments, ministries and/or local NGOs, as well as local communities, for design and implementation of surveys and other data collection techniques, including those that address capacity weaknesses, preferred.
  • Experience with all necessary computer, database, statistical software, and analytical skills, particularly in issues related to monitoring and evaluation.
  • Proven interpersonal and communication skills and the ability to lead multidisciplinary teams.
  • Proven written and oral presentation skills in English and Arabic required.
