Job Description
Chemonics seeks a Project Director for the anticipated USAID-funded New Partners Initiative GH COVID-19 Round program. This position will be based in Arlington, VA. The Project Director will be responsible for providing overall strategic vision, direction, leadership, and management of the project. This position will be based in Washington, DC. The Project Director will have substantive expertise in community health, infectious disease, global health security, and management of U.S. Government programming on a global scale. Projects awarded under the NPI COVID-19 mechanism will focus on supporting interventions that will build upon and expand USAID's efforts to leverage the roles of communities to strengthen and adapt existing community health platforms to support national policies and implementation plans for COVID-19 preparedness and response (non-pharmaceutical interventions) and continuity of existing primary healthcare services based on national guidelines and needs and priorities to create lasting structures for future responses.
Responsibilities include:
Provide overall direction, leadership, and management of the project to ensure seamless program implementation
Direct all project activities ensuring that programmatic directions are technically sound, evidence-based, and consistent with USAID priorities and are in alignment with USAID’s NPI principles to achieve project results
Establish and maintain relationships with USAID Washington and Missions, project partners, developing country governments, international organizations, other bilateral donors, civil society representatives, social enterprises, and private sector entities
Oversee and ensure efficient execution of subawards to local partners across geographies
Ensure program compliance with all USAID rules and regulations, cooperative agreement requirements, and Chemonics policies and systems
Liaise with and maintain effective working relations with senior host government stakeholders, international organizations, NGOs, civil society, and U.S. Government Agencies
Communicate clear expectations to program staff and establish an operating climate on the program that encourages integrity, honesty, open communications, and commitment to compliance with local laws, USAID rules and regulations, and Chemonics’ policies and procedures
Provide general oversight of the program, including overall responsibility for the program management, strategic vision, fiscal integrity, quality and timing of deliverables, and coordination with partners
Qualifications:
Advanced degree in public health, public policy, public administration, epidemiology, global health security, or a related field; or an equivalent combination of education and work experience in a related field
10 or more years of relevant management and technical experience, including senior-level experience managing complex and multi-country USG-funded health programs
Demonstrated experience in project management and implementation
Excellent leadership qualities with demonstrated ability to supervise multidisciplinary teams situated globally
Strong background in capacity building and mentoring of local partners
Demonstrated experience cultivating relationships with local partners and host country governments to achieve specific health goals
Familiarity with USAID rules and regulations for cooperative agreements
Excellent management, communication, and organization skills
Experience in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems
Excellent oral and written communication skills required
Demonstrated leadership, versatility, and integrity
Fluency in English required
