Job Description
Chemonics seeks a Senior Analyst in support of the Global Health Supply Chain Program – Procurement Supply Management project (GHSC-PSM) to be based in Arlington, VA. The Senior Analyst on our Warehousing and Distribution (W&D) team will lead project management of W&D initiatives including progressing and scaling of supply chain technological innovations, provide related technical assistance and capacity building, perform detailed analysis, and present findings through multiple communication channels to tell the W&D story. The Senior W&D Analyst will serve three main functions, 1) leads and oversees the effective and efficient execution of large warehousing and distribution initiatives, like the scaling of temperature and humidity monitoring activities across the project in collaboration with internal stakeholders, USAID and other donors and supports the Team Lead with W&D related management tasks 2) leads and overseas the progress and scaling of technological innovations like Unmanned Aerial Vehicles as an alternative to and complimentary of standard methods of supply chain transportation, implementation and scaling of private sector practices like ABC (activity based costing), 5S workplace methodology, Lean Supply Chain practices, and 3) knowledge management and telling the W&D story. The W&D team forms part of the larger Health Systems Strengthening (HSS) team within the GHSC-PSM project. The Senior W&D Analyst will report to the W&D Team Lead.
Responsibilities include:
Capacity Building and Project Management
Conduct field visits to train warehouse management teams and field office logistics specialists in private sector tradecraft activities like the PDCA (plan, do, check, act) process of planning and executing distribution center daily operations
Provide training on Activity Based Costing (ABC)
Instruct transportation providers on the commercial practices of dynamic routing in collaboration with the HSS Data Analytics team
Implement and instruct transportation providers and field office designees on the use of the Transportation Information Tool (TransIT)
Lead trainings (to include route optimization modeling), presentations and demos to internal and external stakeholders
Collaborate with Warehouse and Distribution team members to learn and implement work undertaken in warehousing and distribution optimization activities
Manage subcontractor aspects of the work by leading meetings with subcontractor technical and operational staff, issuing task orders and work orders as needed, and tracking procurements and payments
Liaise with USAID backstops for reporting, discussing strategic direction, and communicating project developments
Create and modify existing distribution center and last mile delivery (LMD) transactional contracts in collaboration with all internal and external stakeholders in the iterative process to Open Book (also known as Cost Plus) contracts and finally to PBL (performance based logistics) contracts; working with internal stakeholders like the Risk and Legal department to develop a standard template for all field offices
Support the W&D Team Lead in preparing new technical deliverables and initiatives as requested
Temperature Monitoring
Plan and track international shipment of sensors including procuring, testing, and shipping sensors; coordinating with field office staff; and liaising with Deliver/Return team
Conduct periodic field visits to countries to test or install sensors, conduct trainings, and manage temperature monitoring activities which may include site visits at GHSC-PSM Regional Distribution Centers, manufacturers, or other locations to support temperature monitoring activities
Provide day-to-day support to W&D team and countries implementing temperature monitoring activities including responding to queries and resolving problems
Unmanned Aerial Vehicles (UAVS )
Oversee activity progress, including direct management of subcontractor and consultant technical staff, through field visits and on-site direction
Carry out feasibility and readiness assessments for implementation of UAVs in new settings, including additional regions or countries for potential rollout
Lead monitoring and evaluation efforts including using existing tools or developing new ones and tracking activity indicators
Manage relationships including answering programmatic questions; coordinating with Civil Aviation; and liaising with the Ministry of Health, USAID, and other relevant stakeholders
Support the day-to-day work of the flight operations team with operational and logistical needs
Knowledge Management
Co-author final reports, white papers, presentations, and posters, and present progress on initiatives at conferences, project events, and other knowledge sharing platforms
In collaboration with the CLEAR team, tell the GHSC-PSM W&D story through photography, videography, one-pagers, blogs, and online articles
Support the Team Lead with management activities for presentations, meetings, internal documents and reports
Qualifications:
Minimum of a Bachelors degree or additional commensurate experience required; Master’s degree in supply chain, business, or related field preferred
Minimum of four years related experience required; private sector supply chain experience preferred
Mastery of critical project management skills which must include one or more of the following: budget management, contractual compliance, and knowledge of client management
Experience scaling a pilot or innovative idea into larger long-term, sustained projects preferred
Proficient use of Microsoft Office applications (especially Excel skills), as well as experience with other data management and analysis software (such as MS Access and PowerBI) required
Demonstrated ability to communicate clearly and concisely orally through presentations or in writing
Willingness to travel and work abroad a minimum of four to eight weeks per year; long-term experience living or working in developing countries preferred
Demonstrated ability to follow standard practices and procedures, receive general instruction and supervision on work progress, and make significant contribution to end results
Ability to work on one or more assigned country programs and provide support to proposals
Ability to work independently and as part of a team
Demonstrated resourcefulness in problem-solving and initiative to learn new skills
Experience supervising or mentoring employees preferred
Demonstrated leadership, versatility and integrity
Fluency in English required; proficiency in a second language preferred
