Job Description
Chemonics seeks a Senior Market Dynamics Analyst in support of the USAID Global Health Supply Chain – Procurement Supply Management project (GHSC-PSM) on the Global Supply Chain team based in Arlington, VA. The Senior Analyst leads assessment of market trends, suppliers and products with the goal of improving sourcing strategies for HIV/AIDS, malaria and reproductive health medicines, supplies and other products. The initial focus of the position will be in one or more of GHSC-PSM's market groups. The Senior Analyst will support identification of strategic direction and priorities of category specific procurement activities and ensure these are implemented to achieve client and corporate objectives as well as support sourcing events and contract-related negotiations. The Senior Analyst will have the opportunity to collaborate with multiple teams across GHSC-PSM including project directors, integrated supply chain managers, planning analysts as well as quality assurance, sourcing and supplier management staff, among others. Responsibilities include:
Contribute essential analyses and recommendations to strategy development, using historical procurement data, market research and analytics, quality assurance inputs, supplier and partner intelligence, and Supplier Management team input
Enhance or lead strategy updates, and provide support as needed, to respond to changes in market conditions, the supplier base and client needs
Support efforts to assess and enhance strategic sourcing processes across categories of suppliers, engaging existing and new vendors to negotiate best value, pricing and other relevant terms in contracts
Independently work with GHSC-PSM headquarters and field office functional teams and USAID stakeholders to collect critical market and supply chain inputs and provide detailed analysis and recommendations on commodity sourcing opportunities and risks
Support the agenda and work of one or more commodity councils, in coordination with the executive sponsors and technical leads to provide overall governance of sourcing strategies and category management
Serve as a key internal resource for technical working groups and sourcing events
Provide project management support as needed
Monitor and report status and results of strategic sourcing activities to GHSC-PSM leadership
Develop recommendations for improved monitoring and status reporting activities
Support responses to ad hoc data requests from the client
Performs other duties and responsibilities as required
Qualifications:
Minimum 4 years’ work experience in supply chain, health programs, procurement, project management or technically relevant field
Minimum of a Bachelor’s Degree or commensurate experience required; Master’s Degree in a relevant discipline strongly preferred
Demonstrated ability to communicate clearly and concisely both orally and in writing
Ability to work both independently and as part of a team
Experience with and ability to independently conduct research and analysis using data analytical tools (particularly Microsoft Excel)
Knowledge of HIV/AIDS, malaria, and/or reproductive health programs and services strongly preferred; alternatively, knowledge of supply chain in developing countries strongly preferred
Experience liaising with suppliers, clients and/or partners in analytic and strategy development activities
Familiarity with commercial and/or government procurement practices preferred
Familiarity with USAID beneficiary countries or other resource constrained countries a plus
Fluency in English required; secondary language proficiency a plus
