Job Description

The Vice President of International Programs Operations (IPO) is responsible for CARE USA’s leadership, implementation and management of high impact humanitarian and development programs and effective operations in regions (Africa, Asia, Middle East, Europe and Latin America) and in the country offices managed by CARE USA. Reporting to the Chief Program Officer, the VP, IPO has a span of control of over 6,000 employees and responsibility for hundreds of millions of dollars. He or she provides global line management that aligns the organization’s strategic priorities with the necessary capabilities to deliver on the mission, program objectives, and desired outcomes managing organizational development, safety and security, key relationships with other members of the CARE confederation, and overseeing implementation of regional and country programs and initiatives. The VP, IPO commutes both ways across the bridge between headquarters and the country offices and is an important connection point between our impact work around the world and all supporting functions. The VP, IPO also plays a key role with CARE International ensuring that CARE USA and the confederation are working together to provide best in class support and thinking to our organization. All of this requires the successful candidate to be an action-oriented, seasoned and innovative driver who can successfully navigate the route to enterprise-wide collaboration and success while making sure that the voices of our program participants and implementers are always at the center of the discussion.   • Minimum of 10-year experience managing international organizations in both humanitarian response and international development
  • Master’s Degree or an equivalent combination of a Bachelor’s degree and experience
  • Experience in program management, policy influence & evaluation
  • Proven track record in international and distributed operational organizations of significant scale
  • Familiarity with funding agencies and international organizations and skills in external relations and advocacy
  • Understanding of the evolving roles of international NGOs
  • Leadership, organizational development & strategy skills
  • Operations management skills & experience
  • Planning, budgeting and financial management experience & skills
  • Organizational and staff leadership, management, decision-making & development skills
  • Internal communications, teamwork and collaboration skills
  • Travel expectation is 20-30%
